Change in grade pay of SOs


(a) whether Government is aware about the change of grade pay proposed by Department of Personnel and Training (DoPT) of the Section Officers (SOs) to ` 5400/- along with the change of grade of pay of Assistants to ` 4600/- of Central Secretariat Service;

(b) if so, whether DoPT pursued the matter with Department of Expenditure;

(c) if so, the details thereof; and

(d) if not, the reasons therefor?

(a) to (d): Yes, Sir. Such a proposal was considered by Department of Personnel & Training in consultation with Department of Expenditure, Ministry of Finance. The Grade Pay of Assistants of the Central Secretariat Service has been upgraded to ` 4600/- in PB-2. However, in the case of Section Officers who are placed in the Grade Pay of ` 4800/- in PB-2 initially and ` 5400/- in PB-3 on completion of 4 years of service, no change in Grade Pay has been made.

अनुभाग अधिकारी के ग्रेड वेतन में परिवर्तन

       क्या प्रधान मंत्री यह बताने की कृपा करेंगे कि :
 (क)   क्या सरकार को यह जानकारी है कि कार्मिक और प्रशिक्षण विभाग (डीओपीटी) द्वारा केन्द्रीय सचिवालय सेवा के अनुभाग अधिकारियों के लिए 5400 रुपए तथा सहायकों के लिए 4600 रुपए का ग्रेड वेतन तय किया जाना प्रस्तावित है;
 (ख)   यदि हां, तो क्या कार्मिक और प्रशिक्षण विभाग ने इस मामले के संबंध में व्यय विभाग के साथ चर्चा की है;
(ग)   यदि हां, तो तत्संबंधी ब्यौरा क्या है; और
 (घ)   यदि नहीं, तो इसके क्या कारण हैं ?

(क)  से (घ) : जी हां । ऐसे प्रस्ताव पर कार्मिक और प्रशिक्षण विभाग द्वारा व्यय विभाग, वित्त मंत्रालय के परामर्श से विचार किया गया था । केन्द्रीय सचिवालय सेवा के सहायकों के ग्रेड वेतन को वेतन बैंड-2 में  अपग्रेड करके रु. 4600/- किया गया है । तथापि, अनुभाग अधिकारियों जिन्हें प्रारंभ में वेतन बैंड-2 में रु. 4800/- में और 4 वर्ष की सेवा की समाप्ति के बाद वेतन बैंड-3 में रु. 5400/- में रखा गया है, के मामले में ग्रेड वेतन में कोई परिवर्तन नहीं किया गया है ।
