"Provide CSD canteen facility to Retired Defence Civilians" -Sh Gurudass Gupta, MP, Lok Sabha & General Secretary, AITUC has written a ltter to Minister for Defence.  Contents of letter reproduced below:-

Dear Shri Antony,
I am enclosing a copy of the Ministry of Defence order on the Smart Card of Canteen Stores Depot to Retired Civilian Employees. There is persistent demand from Retired Civilian employees for availing canteen depot facilities. The demand has been pending since long, I shall be grateful if you kindly consider this demand with sympathy and favourably and agree to issue Smart Card of Canteen Stores Depot to Retired Civilian Employees so that they may also avail CSD facilities.

  1. CSD facility is much needed only after the retirement. Govt may consider this genuine demand sympathetically keeping in view the average requirement of goods only for two people.

  2. Income becomes less than half since hra,cca,conveyance allowance are not in the pension. after that advantage of csd is withdrawn by some self centered army officer.csd facility must be given even to the widow of retired cent govt. employees.

    Sir,
    While the Service Personnel and Civilian Personnel are entitled for CSD Canteen benefits while in Service, after retirement the benefit is being extend to Service Personnel and the same is denied to the Civilian Employees. This is a clear discrimination. In the past whenever AIDTOA raised this demand it was always told that if such facility is extended to Civilians then there would be demand from the Para Military Forces also. At present, the Ministry of Home have already extended the Canteen facility to its Para Military Forces at par with Ex-Servicemen. Moreover, the Ministry of Defence have extended the CSD Canteen facility for Civilian Employees who are retiring from the CSD. Therefore, there is no justification in denying the benefit to the Defence Civilian Employees.
    It is also a fact that more than 60% of the Defence Civilian Employees settle down in their home town which is far away from the places where the CSD/ Unit Run Canteens are functioning. Therefore, at their old age they will not be travelling long distances for purchasing items from the Canteen. Therefore, the contention of the CSD Managing Board that they cannot extend the facility due to shortage of infrastructure and manpower is not justified.
    It is a known fact that the Railway Employees who are eligible for free pass for travelling all over the country in Train are extended the benefit after retirement also. When Railway Ministry has recognised the services of the Railway Employees even after retirement there is no justification in Defence Ministry denying such recognition to its retired Civilian Employees.
    In view of the above, as already decided in the special meeting held under the Chairmanship of JS(E) on 12/11/2014 the CSD Managing Board may approve the recommendation of the MoD in this regard for extending the CSD Canteen facility to the retired Defence Civilian Employees.

  6. It's true that both the Service Personal & Civilian Personal used to serve the Government with shoulder to shoulder with the conception for 24 hrs. And it's experienced that most of the services requires the attention more than scheduled hrs and both the personal are equally effected on the issues.
    But in the last episode of service Civilian services have been denied the benefit of CSD Canteen. This is not logically fair. However the disparity must be rectified considering the facts as narrated above.

At last the problem is over.The Ministry of Defence have favourably considered the issue and extended the csd canteen facilities to the retired defence employees.Moreover, the Controller General of Defence Accounts ,New Delhi also kindly clarified that this concession is also applicable to Defence civilian family pensioners also.Grateful thanks to both of them..

Dear Sir, I have a one question that new blue color CSD application form are there is no option given widows wife/spouce & CSD canteen manger, kanpur also not giving the CSD application form for defense civilian family pensioner he say that he has not giving any instruction for family penioner also eligible for this facility till today . So I requested you kindly circular that letter in all CSD /URC canteen in kanpur .Kindly look into the matter I am very grateful to you

Dear Sir, when will available the application form in CSD /URC to deffence civilian family (widows wife ) pensioner because till now CSD canteen manager not giving the CSD application form to deffence civilian family pensioner he show the blue color CSD application form & say that there is not option given widows wife were he indicate the application she widows wife of defence civilian family pensioner and also say that he is no idea when will be available the application form and he also not given any instruction to issue the deffence civilian family pensioner CSD application form . Kindly look into the matter .....
