Govt eyes on approximately 2 and half crore votes of Central government employees and pensioners and their families. Govt is preparing to merge 50 per cent dearness allowance (DA) into the basic pay to attracted approximately 38 lakh employees and 25 lakh pensioners.

That would be in the next fortnight. If it happen, extra burden would cost of Rs 20,000 crore to the exchequer.

It may be pressure of employees of Trade Union/ threatening of indefinite strike by the central govt. employees with railway employee or it may be trial of attraction of 2.5 carores of voters. Infact D.A. is being merged with basic salary. The Secretary General of the AIRF Mr. Shiva Gopal Mishra who is representing nearly 12 lakh employees says last days, that he had corresponded with the Prime Minister’s Office and the Finance Ministry. He also met with Secretary of expenditure in this connection.

This indicates that it will be announced just after the vote on account of parliament. Press Secretary of National Federation of Indian Railwaymen Mr. S.N. Malik said that the Cabinet note in this regard has become according to PMO sourcese. There is a file lying in the PMO at this time regarding this connection. It will be announced someday next week when Parliament is in session.

Infact DA of Central Govt. Employees reached up to 90% at this time and again due started with DA increment from 1st Jan. If this time there is an increase of 11 per cent on DA; it will be 101 per cent . Malik says that when the Fifth CPC DA had reached 72 per cent, 50 per cent DA was merged with basic pay without any demand from staff side. This time it is not being done. This demand of merger of 50 per cent of DA into basic pay DA of the unions is old. In view of this, , Minister of State for Finance Namo Narain Meena said in Parliament stated in August last year that Sixth Pay Commission has not recommended to merge the DA with basic pay . So the government is not doing so. However , now the situation has changed, in the view of general election, to woo the all the public the decisions are being taken. In this series, if DA has to be merged with the basic pay, then the exchequer put a burden of Rs 20,000 crore is estimated .

केंद्र सरकार के कर्मचारियों और पेंशनरों तथा इनके परिवारजनों के तकरीबन ढाई करोड़ वोटों पर अब सरकार की नजर है। तकरीबन 38 लाख कर्मचारियों और 25 लाख पेंशनभोगियों को लुभाने के लिए शीघ्र ही 50 फीसदी महंगाई भत्ता (डीए) को मूल वेतन में मर्ज करने की तैयारी है।
इसका फैसला अगले पखवाड़े हो सकता है। यदि ऐसा हुआ तो सरकारी खजाने पर लगभग 20,000 करोड़ रुपये का अतिरिक्त बोझ पड़ेगा।
इसे ट्रेड यूनियन से जुड़े पदाधिकारियों का दबाव कहें, रेलवे समेत सभी केंद्रीय कर्मचारियों के अनिश्चितकालीन हड़ताल की धमकी या फिर ढाई करोड़ वोटरों को लुभाने की कोशिश कहें, लेकिन सच्चाई यही है कि डीए मूल वेतन में मर्ज हो रहा है। तकरीबन 12 लाख कर्मचारियों का प्रतिनिधित्व करने वाले संगठन एआईआरएफ के महासचिव शिव गोपाल मिश्रा का कहना है कि पिछले दिनों ही उन्होंने इस बारे में प्रधानमंत्री कार्यालय और वित्त मंत्रालय से पत्राचार किया है। वह इस सिलसिले में व्यय सचिव से भी मिले थे।
संकेत यही है कि जब लेखानुदान के लिए संसद का सत्र चलेगा, तभी इसकी घोषणा कर दी जाएगी।  नेशनल फेडरेशन ऑफ इंडियन रेलवेमैन के प्रेस सचिव एस एन मलिक ने पीएमओ के सूत्रों के हवाले से बताया कि इस बारे में केबिनेट नोट बन गया है।  इससे संबंधित फाइल इस समय पीएमओ में पड़ी है।  अगले सप्ताह जब संसद का सत्र शुरू होगा, तभी किसी दिन इसकी घोषणा हो जाएगी।
गौरतलब है कि इस समय केंद्रीय कर्मचारियों का डीए 90 फीसदी तक पहुंच गया है और एक जनवरी को ही फिर से डीए में बढ़ोतरी ड्यू हो गई है।  यदि इस बार भी डीए में ११ फीसदी की वृद्धि होती है तो डीए १०१ फीसदी हो जाएगा।  मलिक का कहना है कि पांचवें वेतन आयोग के समय जब कर्मचारियों का डीए ७२ फीसदी पर पहुंचा था, तभी बिना कहे ५० फीसदी डीए मूल वेतन में मिला दिया गया था।  इस बार ऐसा नहीं किया जा रहा है।  ५० फीसदी डीए को मूल वेतन में मिलाने की यूनियनों की मांग पुरानी है।  इसे देखते हुए पिछले साल अगस्त में वित्त राज्य मंत्री नमो नारायण मीणा ने संसद में बयान दिया था कि छठे वेतन आयोग ने मूल वेतन में डीए नहीं मिलाने की सिफारिश की है।  इसलिए सरकार ऐसा नहीं कर रही है।  हालांकि, अब स्थिति में परिवर्तन हो गया है, आम चुनाव को देखते हुए तमाम लोक-लुभावन फेसले लिए जा रहे हैं।  इसी कड़ी में यदि डीए को मूल वेतन में मिलाया जाता है तो सरकारी खजाने पर करीब २०,००० करोड़ रुपये का बोझ पड़ने का अनुमान लगाया जा रहा है।
