APPOINTMENT ON COMPASSIONATE GROUNDS AND SPORTS QUOTA

Will the Minister of RAILWAYS be pleased to state:-

(a) the criteria adopted by the Railways for appointment on compassionate grounds and sports quota, separately;
(b) the details of appointments made under the sports quota during the last three years and the current year, sports and year-wise;
(c) the total number of applications pending for appointment on compassionate grounds as on date along with the steps taken/being taken by the Railways to expedite the disposal of such pending applications, zone-wise;

(d) whether there are certain instances where appointments were made in violation of the prescribed educational qualifications and if so, the details thereof along with the reasons therefor; and
(e) whether the Railways propose to increase the posts under sports quota and if so, the details thereof?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF RAILWAYS ( SHRI MANOJ SINHA )
(a): Compassionate grounds appointment is considered in favour of a dependent family member of Railway employee dying in harness or who is retired on medical grounds, thereby leaving his family in penury, to relieve the family of the Railway employee concerned from financial destitution and to help it get over this emergency.
Sportspersons are appointed against sports quota on Indian Railways based on their sports achievements in recognized International / National / All India University/ State level championships, besides fulfilling the age and minimum educational qualification criteria as per extant instructions and qualifying in sports trials.
(b): Details of appointments made under Sports Quota during the last three years and the current year, sports & year wise are as under:-

* The recruitment process against sports quota for the year 2014-15 is still ongoing and will be finalized up to March 2015.

Each and every case of compassionate appointment is dealt with and disposed off expeditiously to save the family of the ex-employee from any hardship. With a view to expedite appointment on compassionate ground the following steps are being taken:
(i)   Welfare Inspectors by the zonal Railways are deputed to contact the family members and to conduct enquiry into the details as soon as the applications are made.
(ii)  Constant monitoring is done by Divisional Personnel Officers/Senior Divisional Personnel Officers at the Divisional level and by Chief Personnel Officers at the Head Quarter level and also by the Heads of Personnel Branch in other units.
(iii) Selections for determining the suitability of the applicants are conducted regularly.
(iv) Compassionate appointment Adalats are also held periodically to settle the grievances regarding appointment on compassionate grounds by the zonal Railways.
(v)    The position regarding compassionate appointment is also reviewed by the Railway Board regularly.
(d): No, Madam. All appointments are made as per the extant instructions.
(e):   No, Madam. There is no proposal at present to increase the number of posts for recruitment against sports quota on Indian Railways.
