नई दिल्ली : उम्मीद है कि अगले साल जनवरी तक सरकार द्वारा गठित 7वां वेतन आयोग अपनी रिपोर्ट पेश कर देगा और सरकार इसे तय वक्त पर लागू भी कर देगी । इसके लिए सभी तबकों और वर्गों के सरकारी कर्मचारियों के संगठन अपनी- अपनी मांगें उसके सामने रख रहे है । इस के लिए वेतन आयोग ने 25 मार्च से मौखिक साक्ष्य की कवायद भी शुरू कर दी है । इस कवायद के तहत कर्मचारी संगठन वेतन आयोग से मुलाकात करके अपनी अपनी मांगो के विषय में मौखिक साक्ष्य या तर्क रखते हैं, वेतन आयोग के लिए वेतनमान तय करने से पूर्व यह प्रक्रिया बडी महत्वपूर्ण मानी जाती है । यह प्रक्रिया अप्रैल के दुसरे परववाड़े तक जारी रहने की उम्मीद है । केंद्रीय कर्मचारी बडी बेसब्री से वेतन आयोग की रिपोर्ट का इन्तजार कर रहे हैं और महंगाई के इस दौर में कर्मचारियों के लिए वेतन आयोग एक वरदान के रूप में साबित होने वाला है । सभी कर्मचारियों को उम्मीद है कि वेतन आयोग इस साल के अंत तक अपनी रिपोर्ट पेश कर देगा और सरकार भी उसे समय पर यानि कि 01.01.2016 तक लागू कर देगी।  अब तो सभी कर्मचारियों को इन्तजार है की वेतन कितने गुणा तक बढेगा, अगर पिछले वेतन आयोग देखें जाएँ तो वेतन ढाई से तीन गुना तक बढ़ने के आसार हैं । लेकिन सरकार ने इस साल बजट में इनकम टैक्स में लाभ ना देकर कर्मचारियों के दिलों में यह डर भी बैठा दिया है कि कहीं वेतन आयोग का हाल भी इस तरह से ना हो, कहीं अच्छे दिनों का वायदा करने वाली सरकार उनसे वेतन बढने का मौका छीन ना ले।


परन्तु दूसरी तरफ कर्मचारी संगठनों ने भी सरकार पर दवाब बनाना शुरू कर दिया है हाल ही में सम्पन्न वेतन आयोग की मीटिंग में कर्मचारी संगठनों ने अपनी बात जोरदार तरीके से रखते हुए न्यूनतम वेतन को ILO की दिक्कत के हिसाब से तय करने के मांग भी रखी । अगर वेतन आयोग कर्मचारी संगठनों की इस मांग को मान लेता है तो निश्चित तोर पर वेतन चार गुण तक भी बढ़ सकते है क्योकि फिर वेतन आयोग को न्यूनतम वेतन जो अभी तकरीबन 10000 रूपए है उसे छोड़ कर अपनी गणना 26000 रूपए से करनी होगी जैसे कि कर्मचारी संगठन मांग कर रहे है । अगर ऐसा होता है तो केंद्रीय कर्मचारियों के लिए लाभ ही लाभ है । कर्मचारी संगठन इस बात का दावा भी कर रहे है कि वेतन आयोग ग्रेड पे और पे बैड को भी बदल कर पुराने तरीके के वेतनमानों की बहाली भी कर सकता है इस से कर्मचारियों को लाभ तो होगा ही पर वरिष्ट कर्मचारी अपने कनिष्ठ कर्मचारी से काफी फायदा महसूस करेगा जिसको छठे वेतन आयोग ने तकरीबन खत्म कर दिया‍ था


आयोग के अध्यक्ष के सामने वहुत बडी चुनौती है कि वह इतने सारे कर्मचारियों के वर्ग के बीच कैसे संतुलन बनाएं लेकिन इतना तय है कि इस बार सरकारी कर्मचारियों की तनख्वाहें इतनी बढ़ जाएगी कि बाकी लोग दांतों तले उंगली दबाते रह जाएंगे।

The employees of the Central Government are waiting anxiously to know about the increase amount in their salary.
The Seventh Pay Commission will submit its recommendations to the government soon. The employees are anxious and tensed up over whether the commission’s report would contain their expected concessions in the issue.
There are around 30 lakh employees throughout the nation working in various departments of the Central Government. The Pay Commission was constituted to recommend suitable changes in the salary of the Central Government servants based on the increase in the prices of essential commodities. The commission will submit its report once in 10 years to the government.
The Seventh Pay Commission will be submitting its report in August. After incorporating certain changes relevant to the State Governments, the concessions recommended by the commission in its report are to be awarded to the employees of the State Government also. So, both the Central and State Government employees are anxiously awaiting the commission’s report with much expectation. Already employees belonging to various departments have submitted petitions underscoring requests for increase in pay and other concessions to the Seventh Pay Commission.
Central Government Employees’ Association has said in its statement, “The minimum salary for a Central Government employee should be fixed at Rs. 26,000 per month; instead of only three promotions, we should be given the opportunity of five promotions on par with gazetted officers. Appointments based on humanitarian grounds should be made within three months. Employees under the categories B and C should have total income-tax exemption. The present method of determining the pension amount as 50% of the basic salary should be increased to 67%.”
Apart from these, the employees are putting forth many other demands also. And, many have submitted petitions independently also apart from the collective petitions.
The Pay Commission will submit its report to the Central Government once in 10 years. “The Commission will submit its report within two years of its institution. Increase in salary and promotions to the employees of the Central Government will be awarded as per the recommendations of the commission only. With some modifications, the recommendations would be carried out for the employees of the State Governments also.
The Seventh Pay Commission was constituted in the year 2014 with the retired Supreme Court judge Ashok Mathur as its chairman. The commission will submit its report in August.”

The chances are that the findings and recommendations of the Pay Commission would be implemented in January next year.

  • All these are speculations. We will know only when the 7th CPC submits the report after which what portion/s of it CG accepts and finally what Courts at various stages order on grievances when approached especially by the pensioners,if any.It is almost 9 yrs, some portions of VI CPC recommendations and CG orders thereto,especially of pensioners,are still in various Courts. We have to hope that CG will make it non-controversial and non-litigational and fool-proof,simple and straight,without room for mis-interpretation,as hitherto being done

    Sir,
    Unless 6th pay commission anomolies are redressed pertaining to clerical category,there won't be much difference in pay compared to other categories which have been upgraded and given a very big hike in salary in 6th pay commission. Next point is CCL. Please change the name CCL as HCL(Health Care Leave). One more request convert clerical category into technical category as they are working on computer.
