Transfer policy of Railways

Will the Minister of RAILWAYS be pleased to satate :-

(a) whether Railways has provision that employees should not be transferred during the last two years before superannuation;

(b) if so, whether there have been cases of transfer of Health Inspectors with two years of service in North Eastern (NE) Railway, Gorakhpur;
(c) if so, the details thereof during last two years;
(d) whether representations from MPs regarding above cases are pending with NE Railway;
(e) if so, the details thereof and action taken thereon; and
(f) the steps taken by Government to sympathetically consider such cases in implementation of transfer policy?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF RAILWAYS
(SHRI MANOJ SINHA)

(a) : There exists a policy of periodical transfer of employees in the railway for effective administration. However, the General Managers of Zonal Railways can exercise their discretion to transfer non-gazetted staff from stations/posts even earlier against whom there are complaints and exempt those on the verge of retirement ( with 1 or 2 years of service left) if complaints against them are not serious.
(b) : No, Sir.
(c) : Does not arise.
(d) & (e) : No representation regarding cases of Health Inspectors with two years of service left is pending on North Eastern Railway. However, one request from an Hon’ble Member of Parliament is pending regarding request transfer of a Health Inspector from Basti to Gorakhpur. The case has been processed for consideration of the competent authority.
(f) : Such cases are considered sympathetically if there is merit in the case.
