OFFICE MEMORANDUM

Subject: Grant of Dearness Relief to CPF beneficiaries in receipt of ex-gratia payment w.e.f 01.07.2015.

In continuation of this Department’s OM No. 42/10/2014-P&PW(G) dated 26th May, 2015, the President is pleased to grant the Dearness Relief at the rate of 5th CPC w.e.f 1.7.2015 to the following:
(i) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs.600/ p.m w.e.f 01.11.1997 under this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 & revised to Rs.3000, Rs. 1000, Rs.750 & Rs.650 for Group A, B, C & D respectively w.e.f 4th June, 2013 vide OM No. 1/10/2012-P&PW(E) dtd. 27th June, 2013 are entitled to Dearness Relief @ 234% w.e.f 1.7.2015.
(ii) The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&PW(E) dated 16.12.1997 are entitled to DR @ 226% w.e.f. 1.7.2015.
(a) The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-gratia payment of Rs. 605/- p.m. & revised to Rs 645 p.m w.e.f 04th June, 2013 vide OM No. 1/10/2012-P&PW(E) dated 27th June, 2013.
(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs.654/-, Rs.659/-, Rs.703/- and Rs.965/-.
2. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee. In their application to the Indian Audit and Accounts Department, these orders issue in consultation with the C&AG.
3. This issues as per Ministry of Finance, Department of Expenditure vide their OM No 1(4)/EV/2004 dated 25.05.2015 and OM No. 1(3)/2008-E.II(B) dated 01.10.2015.

  • CPMFs pensioners conducted a meeting at Old Jawahar Lal Nehru University on 29 OCT2015and discuss various issues regarding facilities from the Centre and states Govt. Conference was presided by Shri VPS Panwar retired IG CRPF. About three hundred representatives of CRPF,BSF, ITBF,SSB,CISF and Assam Rifle associations from various states attend the conference.About 300 IsG, DIG, COMDT,DY.COMDT. Asstt,COMDT, SOs AND AND other Ranks took part. They decided anonymously that they will not choose the way like Army for fulfill the demands with Govt. They will project demands peacefully with the Govt. The following points /demands discussed.
    1.Pay at the parity of Army.
    2 Medical facilities at distt level and authorised the composite hospitals to pensioners AND THEIR DEPENDENTS. CGHS DESPENSARY Specially at Jalandhar. Nos of letter were submitted to Misistry of Health, MHA AND PM of India but all are quite for CPMFs / pensioners demand. Always replying resource constraint. If India is poor and Govt. incapable to open dispensaries and hospitals , we can beg funds from other countries and call FDI for this purpose.
    3.CSD canteen facility. As present CPC is not serving the purpose. Like Godrej , some OTHERS companies are not supplying goods to CPC..
    4. Compassionate Ground employment to pensioners, widows family member. Specially who Martyrs during duty / Operation.
    5. Ex Service man Status to pensioners by Centre / states Govts..
    6. Martyrs status who killed during operation and incentives i.e to Army and service to one member of his family.
    7.Revision of pre pensioners as per Supreme court verdict. Revision of pension is not being done as per six pay commission and verdict of Supreme court, minimum 50% of starting pay band and grade pay , respect to the present rank.
    8 Vat exemption by centre /states. Nos of letters are submitted to Punjab Govt. No any action taken.
    9. Exemption of property tax to Ex CPMFs pensioners.
    10. Reservation in land, plots, All type higher study / professional colleges.
    11 Open CGHS dispensaries in all states. In Chandigarh one CGHS Dispensary which is covering three states and one UT Chandigarh. 36000 beneficiaries are registered there and four doctors are posted. Some times they could not attend all the patients due to heavy rush. This is greatness to attend all the patients in extra time
    12. Change the Name of CAPF to PMF because they are not holding Lathies. They have Infantry weapons and conducted difficult operation . Scenario of fighting with terrorists and bad elements has been changed. Now they have better equipment, weapons and communication equipment. .
    13 Stop the NPS AND START old pension system. Contributory new pension scheme is not in favour of CPMFs because who will give the family pension, after death in operation. Private companies may declared DIWALIA .CPMFs SERVICE IS NOT normal service. They remained HOMELESS , Without family for 35-40 years. Now after 7TH PAY COMMISSION there will flood of volunteer pensioners.
    14. Recoganised the Association by Govt. There is no any organization who will deal the problems of pensioners. In service people denying for medical ,How can expect the help of parent departments. WARB is under department and staff is being used for in service people. I have not seen any WARB team dealing to pensioners
    All CPMFs associations were requested to approach their respective state Govt. for above action on above points and make contact with your senior associations.
