Dear Sir/Madam,
DOPT vide OM No. 1/8/98-CRD dated 05.11.1998 had restricted direct recruitment in a cadre in any particular year to 3% of the sanctioned cadre strength of the service. In 2010, while reviewing the guidelines on cadre review, the said restriction on recruitment of 3% of cadre strength was removed vide O.M. No. I-110111/1/2009-CRD dated 14.12.2010. However, this removal of restriction has given rise to large intake by the Cadres which is a matter of great concern as it has been observed that over recruitment causes stagnation which results in demotivation in young officers. In addition, over recruitment also distorts the cadre structure, strains the organisational infrastructure and affects the overall efficiency of the cadres.
2. Therefore, it is proposed that the restriction of direct recruitment upto 3% of the sanctioned cadre strength may be reintroduced in all Central Group ‘A’ Service with immediate effect.
3. I shall be grateful if you look into the matter personally and provide your comments on the said issue immediately. In case no reply is received by 31.01.2015, it would be assumed that your Ministry/Department has no objection to the above proposal.
