Dear Brother,

Sub: 4th Meeting of the Empowered Committee of Secretaries, Government of India held on 30.03.2016 under the Chairmanship of Cabinet Secretary.

The 4th Meeting of the Empowered Committee of Secretaries was held at the Committee Room of the Cabinet Secretariat, Rashtrapathi Bhavan, New Delhi on 3oth March 2016. The meeting was chaired by the Cabinet Secretary, Government of India. The CRB and Member (Staff) were among the participants in the said meeting.
Gist of Interaction:
In the meeting, the general issues relating to the recommendations of VII CPC and the necessity to modify the recommendations were explained, more particularly enhancement of minimum wage, upward revision of multiplier factor, more than three promotions in the promotional hierarchy, improvement of allowances/advances, child care leave, improvement of MACPS etc.
The following railway specific issues were also highlighted:-
(i) Abolition of New Pension Scheme in’the Railways
(ii) Improvement of VII CPC Pay Matrix Levels for the categories of Technicians, Technical Supervisors besides Merger of Gr-II with Gr-I GP 2800/-.
(iii) Rectification of aberrations in respect of Grade Pay/Pay Band of ALPS, LPs including that of LPs (Mail and Express).
(iv) Need for implementation of agreements related to pay scales/grade pay in the case of railway categories.
(v) Upgradation of Apex Group-C to Group-B Gazetted.
The necessity of railway common categories (Stenographers, Radiographers, Pharmacists etc.,) to
be given parity with Central Secretariat Services/Central Organizations was also stressed in the meeting.
The Chairman/Railway Board who is also member of the Empowered Committee and Member
(Staff) have attentively noted down the inputs given by NFIR.
The above is for the information of the affiliated unions. However, our decision to build up
movement for launching Strike from 1 1.07.2016 should continue to be intensified without any letup.
