Subject: Extension of wage revision benefits arising from 7th CPC recommendation to employees of autonomous bodies set up by GOI – Reg.

Dear Sir,

The autonomous bodies set up by GOI normally follow the central pattern of Pay Scales and service conditions. The Ministry of Finance is to issue the requisite orders as and when pay commission recommendations are accepted and implemented in so far as Central Government Employees are concerned to extend the said benefit to employees of autonomous bodies. To give effect to 6th CPC recommendation, orders were issued on 30.09.2008. So far no order has been issued by the Govt extending the 7th CPC benefit to employees of autonomous bodies. We request that the same may please be expedited.
In respect of employees who are on permanent deputation to such autonomous bodies, the Revised Pay Rules, 2016 notified as GSR 721 (E) dated 25.07.2016 is applicable. However, it has been represented to us that some of the authonomous Bodies have not extended the benefit to the employees on deputation, probably due to an incorrect understanding of the issue.
We request that the autonomous bodies may be advised to implement the notification in the case of employees/officers on deputation to autonomous organization without waiting for a formal order from the Ministry of Finance.

    Staff side JCM has taken best possible care to remind the government time and again for the extension of 7th pay commission to autonomous bodies. Now, it is the turn of the government side to react in order to solve the problem of employees working in autonomous organisations. If the order is released before Diwali, will bring some cheer and mental relaxation at least.

    I don't understand why government is not giving any statement when it is supposed to issue the order.

    Do they (government) get pleasure by keeping it's emplyees in dark and irritation?

    It's a complete puzzle.

    Thanks to JCM Staff side for initative taken. Sir, i also like to inform that we have not received Ad hoc Bonus for this year which is pending. This is first time in the history that we have not been paid bonus. so please take up this matter.

  • It is appreciatable, JCM Staff side demanding, 7th CPC benefits to be extended to autonomous bodies/PSUs, Govt. of India. Similarly, Central Govt. Servants, who were retired on 31/12/2015 having date of birth 01/01/1956 after serving all the ten years (this will happen once in 10 years during pay commission year) retiring without single paisa benefit in retirement benefits like commutation value, gratuity, encashment of EL etc. Except 1st Jan. date of birth Govt. servants, all other servants having date of birth from 2nd Jan. are entitle 7th CPC terminal benefits.
    Hence, I am appealing you sir, kindly take up this issue also along with other issues with the appropriate authority.
