Recommendations of Committee on Allowances on 7th CPC

(a) the details of the recommendations of Committee on Allowances formed after implementation of 7th CPC in 2016;
(b) the details of the accepted recommendations of said Committee;
(c) the details of the rejected recommendations of the said Committee; and
(d) whether Government has saved around ?40,000/- crores by delaying tactics and by rejecting arrears on allowances to Central Government employees and if so, the reasons therefor?

(a) to (d): The Committee on Allowances (CoA) recommended the acceptance of the recommendations of the Seventh Central Pay Commission (7th CPC) with 33 modifications. The recommendations of the CoA were accepted with 8 modifications by the Government. The 7th CPC recommendations on allowances were approved by the Government on 28.06.2017 with modifications in respect of 34 allowances. As per the established practice relating to implementation of earlier Central Pay Commission’s recommendations on allowances, the recommendations of the 7th CPC on allowances have been implemented prospectively with effect from 01.07.2017.

सातवें केन्द्रीय वेतन आयोग के भत्तों संबंधी समिति की सिफारिशें

क्याे वित्त मंत्री यह बताने की कृपा करेंगे कि:
(क) वर्ष 2016 में सातवें केन्द्रीय वेतन आयोग की सिफारिशों के लागू होने के पश्चात् गठित भत्तों संबंधी समिति की सिफारिशों का ब्यौरा क्या है;
(ख) उक्त समिति की स्वीकृत सिफारिशों का ब्यौरा क्या है;
(ग) उक्त समिति की अस्वीकृत सिफारिशों का ब्यौरा क्या है; और
(घ) क्या सरकार ने टालमटोल की नीति अपनाकर और केन्द्रीय सरकार के कर्मचारियों को भत्तों की बकाया राशि न देकर लगभग 40,000/- करोड़ रुपयों की बचत की है, और यदि हां, तो इसके क्या कारण हैं?

वित्त मंत्रालय में राज्य मंत्री (श्री अर्जुन राम मेघवाल)
(क) से (घ): भत्तों संबंधी समिति ने 33 सुधारों के साथ सातवें केन्द्रीय वेतन आयोग की सिफारिशें स्वीकार करने की संस्तुति की थी। भत्तों संबंधी समिति की सिफारिशें सरकार द्वारा 8 सुधारों के साथ स्वीकार की गई थीं। सरकार द्वारा भत्तों के संबंध में सातवें केन्द्रीय वेतन आयोग की सिफारिशें, 34 भत्तों के संबंध में सुधारों के साथ दिनांक 28.06.2017 को अनुमोदित की गई थीं। भत्तों के संबंध में पिछले केन्द्रीय वेतन आयोगों की सिफारिशें लागू किए जाने के बारे में स्थापित परम्परा के अनुसार, भत्तों के संबंध में सातवें केन्द्रीय वेतन आयोग की सिफारिशें भावी प्रभाव से दिनांक 01.07.2017 से लागू की गई हैं।
