नई दिल्ली। वन रैंक वन पेंशन (ओआरओपी) मामले में 7वें वेतन आयोग ने गेंद सरकार के पाले में डाल दी है। आयोग का कहना है कि वह इस विवाद को पूरी तरह से निपटाकर उन्हें सौंपे, अन्यथा उसके लिए इस विवाद को संभालना मुश्किल हो रहा है।

रक्षा मंत्रालय और वित्त मंत्रालय ने वन रैंक वन पेंशन का गुणा भाग कर उसे 7वें वेतन आयोग को सौंप दिया था ताकि सांतवा वेतन आयोग ओआरओपी को भी अपनी सिफारिशों में शामिल कर दे और सरकार पर मौद्रिक बोझ एक ही बार पड़े। सूत्रों को कहना है कि वेतन आयोग ने सेना के अनुशासन, उनके रैंक की विषमता, मैडल, पुरस्कारों के अनुसार वेतन बढ़ोतरी आदि उलझनों को सुझलाने में असमर्थता व्यक्त करते हुए सरकार से कहा कि वह हिसाब-किताब लगाकर उसको दे तब वह उसे अपनी रिपोर्ट में शामिल कर लेगा। तभी प्रधानमंत्री के प्रमुख सचिव ने आंदोलनकारी पूर्व सैनिकों के प्रतिनिधियों से 10 दिन का समय मांगा है। रक्षा मंत्रालय गुणा-भाग कर वेतन आयोग को पूरी रिपोर्ट सौंपेगा। 

मालूम हो कि सरकार ने ओआरओपी को अलग से देने के बजाए 7वें वेतन आयोग के साथ ही देने का मन बनाया है ताकि सरकार पर एक ही बार आर्थिक बोझ पड़े। क्योंकि सातवें वेतन आयोग में सभी कर्मचारियों का वेतन बढ़ेगा उसी में मिलिट्री पेंशन भी बढ़ जाएगा। यदि अभी यह योजना लागू की गयी तो नौकरशाह और अर्धसैनिक बल भी मांग करने लगेंगे। सूत्रों के अनुसार पूर्व सैनिकों को वन रैंक वन पेंशन छठे वेतन आयोग की तिथि 2006 के बजाए 2014 से मिलेगी। इस लिहाज से सरकार के खजाने पर 17 हजार करोड़ रुपये का बोझ पड़ेगा। पहले यह बजट करीब 10 हजार करोड़ रुपये का था लेकिन 7वें वेतन आयोग की गणना के अनुसार यह आंकड़ा बढ़ गया है।

वित्त मंत्रालय ने 7वें वेतन आयोग का कार्यकाल एक महीने बढ़ा दिया है। आयोग को अपनी रिपोर्ट 28 अगस्त तक सौंपनी थी लेकिन रिपोर्ट पर अंतिम चरण में काम कर चल रहा है और वन रैंक वन पेंशन का मामला भी नहीं सुलझा है। इसलिए आयोग को एक महीने का समय दिया गया ताकि सरकार वन रैंक वन पेंशन पर अपना काम पूरा कर वेतन आयोग को सौंप दे और आयोग उसे अपनी रिपोर्ट में शामिल कर ले।

  • I fully endorsed the comments of Shri Vinod ji. of 20 Aug 2015. The Senior officers have never projected the correct position of the PBOR. Hence they have been down graded from the year 1973 onward. How they have accepted 50% where as their remains 50%(No change). In VI CPC maj/lt Col was in PB-III which they brought them in PB-IV. This is the pitible condition of 96% PBOR

    I disagree and condemn comments from Ram Singh, who perhaps has no idea that OROP is due to premature retirement of defence personnel in comparison to civilian and para military counterparts. This was promised in &)s when pension of defence personnel was reduced from 75% to 50 % and pension of civilians were increased from 33% to 50% on the name of parity in central govt services
    He has no idea that more than 80 % defence personnel retire befor age of 40 yrs and 99% of defence personnel retire before age of 60 yrs. He is not aware that generals are 0.01% of strength. I would advise him to visit Jantar Mantar and see for himself that 99% of protesters are Jawans and three of the soldiers are on fast unto death. I assure him, He would be received there respectfully and all doubts will be clarified.
    The Great Chanakya had stated to King Chandragupta " In your country, if soldiers have to demand their dues, your kingdom will be doomed".

  • Govt heading on the right direction step by step.All affected parties should trust the leadership of PM Modiji. None should take undue advantage of the situation nor should blow unnecessarily out of proportion.Officers have forgotten the very ethos service before the self. They are crying for themselves not for Jawan and JCOs. Have any Lt Gen /Former Chiefs demanded 73% of the last basic pay drawn as pension for the JAWAN who is most deserving for but is most loser at the moment . All col,Brig, Maj Gen and Gen coming in their support on National Televised debates are championing their case even demanding NFA similar to IAS and IPS but never speaking in favour of JAWAN who they refer in every talk show as they should be given as much as they demand whist retiring after 52/55 yrs of service.

    My request to Govt while finalising the OROP should also publish data related to the officers retiring at the young age of 35/37 yrs.
