Sub: Extension of validity of the scheme for engagement/re-engagement of retired Railway staff on contractual basis against vacant posts.

Ref: Board’s letters of even number dated 15.10.2024 (RBE No.96/2024), 31.12.2024 (RBE No.115/2024), 20.06.2025 (RBE No.55/2025), 28.06.2024 (RBE No.59/2024), 30.06.2025 (RBE No.61/2025) and Board’s letter dated 30.06.2026.

Following schemes for re-engagement of retired non-gazetted Railway staff against vacant posts and through open market on contractual basis exist and are valid upto 15.10.2026:-

(i) Board’s letter dated 15.10.2024 permitting engagement of retired Railway Staff only and amended from time to time vide letters dated 31.12.2024 & 20.06.2025;

(ii) Board’s letters dated 28.06.2024 and 30.06.2025 govern engagement of retired/hiring of para-medical staff on contractual basis.

(iii) Board’s letter dated 30.06.2026 provides for re-engagement of retired Railway staff against vacant posts of Instructors/Senior Instructors in Centralized Training Institutes (CTIs).

2. Extension of currency of aforesaid schemes have been under consideration of this Ministry and it has now been decided to extend the validity of the same for a further period of two years beyond 15.10.2026 i.e. upto 15.10.2028, on the existing terms and conditions stipulated in the Board’s letters under reference.

3. The remuneration, allowances and leave of re-engaged retired Railway employees covered under the Old Pension Scheme (OPS) will be regulated in accordance with the instructions contained in Department of Expenditure, Ministry of Finance O.M. No. F.No.3-25/2020-E.III(A) dated 09.12.2020, as mentioned in Board’s letter dated 15.10.2024. In respect of retired Railway employees covered under the National Pension System (NPS), remuneration and other service conditions shall be regulated in accordance with Department of Expenditure, Ministry of Finance O.M. No. 03-25/2020-E.III(A)/Pt dated 18.10.2023.

3.1. The past cases of reengagements w.r.t. regulating the remuneration, leave etc., decided in a manner other than that indicated in the instructions mentioned in para 3 above, need not be reopened until the normal term of those cases or till 15.10.2026, whichever is earlier.

4. It is reiterated that re-engagement should be done only in exigencies, after observing due diligence.

5. All other terms and conditions contained in Board’s letters under references will remain unchanged.

6. This issues with the approval of Board (CRB and MF) and concurrence of Associate Finance of Ministry of Railways (Railway Board).
