DISCRETIONARY QUOTA FOR APPOINTMENTS
437. SHRI JAVED ALI KHAN:
Will the PRIME MINISTER be pleased to state:
(a) whether permanent appointments in Central Government against Group A and B is allowed out of discretionary quota of the competent appointing authority;
(b) if so, the details of extant relevant rules in this regard; and
(c) the number of permanent appointments in Central Government’s Ministries/Departments and other Organizations against Group A and B posts, out of discretionary quota during last three years, year-wise, Ministry/Department-wise and Group-wise?

(a) to (c): Appointments against a vacant post in Central Government is a continuous process carried out by the respective Cadre Controlling Authorities in the Ministries/ Departments/ Organizations in accordance with recruitment rules of the respective posts. The details of such appointments are maintained by the respective Ministries/ Departments/ Organizations.
