Subject: Grant of Medical Facilities under Ex-Servicemen Contributory Health Scheme (ECHS) to officer cadets who are invalidated from their training on medical ground due to causes attributable to or aggravated by military training
Sir,
I am directed to convey the sanction of the Competent Authority for grant of medical facilities under Ex-Servicemen Contributory Health Scheme (ECHS) to officer cadets who are invalidated from their training on medical ground due to causes attributable to or aggravated by military training subject to the following:-
(a) Apply for membership of ECHS and accept ECHS rules
(b) Avail facility for individual only
(c) Avail free OPD services from ECHS Polyclinics
(d) Avail cashless OPD/ IPD/ Investigations in ECHS empanelled Hospitals
(e) Should not be member of any other Government Health Scheme
2. The one-time subscription fee (i.e Rs 1.20 lacs currently applicable to ESM officers) will not be charged from the officer cadets towards joining the ECHS Scheme.
3. This sanction is being granted as a special dispensation and shall not be quoted as a precedence.
4. This issues with the concurrence of Department of Expenditure, Ministry of Finance vide Note No. 1(5)/EV/2024 dated 25.08.2025 and vetted by MoD(Fin/Pen) ID No 32(03)/2024/Fin./Pen. Dated 28.08.2025.
