7th CPC implementation in ICSSR affiliated centres

Will the Minister of Education be pleased to state:
(a) whether 7th Central Pay Commission (CPC) has not been implemented in all Indian Council of Social Science Research (ICSSR) affiliated research institutes and regional centers though 8th Pay Commission has been announced in January, 2025;
(b) if so, the details thereof and reasons therefor;
(c) whether Parliamentary Standing Committee on Education in its 364th Report has recommended to implement 7th CPC in all ICSSR affiliated research institutes and regional centers;
(d) if so, the details thereof and the details of action taken to implement the same, so far; and
(e) if no action has been taken, the reasons therefor?

(a) to (e): In order to promote social science research in India, 24 Research Institutes across India, created either by a group of individuals under the Societies Registration Act, 1980, or as a public trust, or created by an Act of State Legislature, are being assisted through grant-in-aid by the Indian Council of Social Science Research (ICSSR), Delhi under the “Rules of Grant-in-Aid to Societies and Institutes across Research in the field of Social Sciences, 1971,” revised from time to time, provided that they fulfil all procedures and conditions laid down in the aforementioned rules.
The Parliamentary Standing Committee on Education in its 364th Report recommended implementation of the 7th CPC in all ICSSR affiliated Research Institutes and Regional Centres. The Parliamentary Standing Committee has also recommended that the ICSSR affiliated research institutions should try to generate their own revenue and seek funds from ICSSR through project mode, against defined outcomes of these funds.
Grant-in-aid, under the grant-in-aid rules mentioned above, are extended to these Research Institutes or Societies by the ICSSR, Delhi provided that they fulfil all procedures and conditions laid down in the above rules. Accordingly, a committee has been constituted for examining the applicability of 7th Central Pay Commission recommendations in all Indian Council of Social Science Research (ICSSR) affiliated research institutes.
The matter regarding implementation of 7th Pay Commission in the regional centers of ICSSR is in process.
