The Railway Services (Implementation of National Pension System) Rules, 2025 have been notified in the Gazette of India vide G.S.R. 735(E) dated 1st October, 2025. A copy of the same is enclosed for information, guidance and compliance.

NOTIFICATION
New Delhi, the 1st October, 2025
G.S.R. 735(E).––– In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of implementation of the National Pension System to Railway servants in the Ministry of Railways, namely:-
1. Short title and commencement.- (1) These rules may be called the Railway Services (Implementation of National Pension System) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- Save as otherwise provided in these rules, these rules shall apply to the Railway servants, appointed substantively to railway services and posts on or after 1st day of January, 2004, but shall not apply to,-
(a) persons in casual and daily rated employment;
(b) persons paid from contingencies;
(c) persons employed on contract;
(d) persons whose terms and conditions of service are regulated by or under the provisions of the Constitution or any other law for the time being in force; and
(e) persons to whom the Railway Services(Pension) Rules, 1993 apply in accordance with any special or general order issued by the Government.
