“EIGHTH CENTRAL PAY COMMISSION”
1036: SHRI JAVED ALI KHAN Will the Minister of Finance be pleased to state:
(a) the details of number of meetings held by Eighth Central Pay Commission (CPC);
(b) the details of Employees’ Unions consulted so far, Union-wise;
(c) whether Employees’ Unions have demanded to increase the number of family units from 3 to 5 including parents of the employees to calculate fitment factor for 8th CPC;
(d) if so, the details thereof and response of the Commission or Government thereto; and
(e) by when the Commission is likely to submit its report to Government for consideration and implementation?

(a) to (d): The Government has notified Resolution dated 03.11.2025 for constitution of the 8th Central Pay Commission including its Terms of Reference (ToR). The Resolution dated 03.11.2025 provides that the 8th Central Pay Commission will devise its own procedure. The Commission’s Terms of Reference do not provide that the Commission would keep the Government updated on the progress made by it, the nature of recommendations being contemplated or on its consultation process during the course of its deliberations.
(e): As per the Resolution dated 03.11.2025, the 8th Central Pay Commission will make its recommendations within 18 months of the date of its constitution.

क्या वित्त मंत्री यह बताने की कृपा करेंगे किः
(क) आठवें केंद्रीय वेतन आयोग द्वारा आयोजित बैठकों की संख्या का ब्यौरा क्या है;
(ख) अब तक जिन कर्मचारी संगठनों से विचार-विमर्श किया गया है, उनका संगठन-वार ब्यौरा क्या है;
(ग) क्या कर्मचारी संगठनों ने आठवें केंद्रीय वेतन आयोग के लिए फिटमेंट फैक्टर की गणना करने हेतु परिवार इकाइयों की संख्या को, कर्मचारियों के माता-पिता को भी शामिल करते हुए, 3 से बढ़ाकर 5 करने की मांग की है;
(घ) यदि हाँ, तो तत्संबंधी ब्यौरा क्या है और इस पर आयोग या सरकार की क्या प्रतिक्रिया है; और
(ङ) आयोग द्वारा विचार और कार्यान्वयन के लिए सरकार को अपना प्रतिवेदन कब तक सौंपे जाने की संभावना है?

(क) से (घ): सरकार ने आठवें केंद्रीय वेतन आयोग के विचारार्थ विषयों (टीओआर) सहित इसके गठन के लिए दिनांक 03.11.2025 को संकल्प अधिसूचित किया है। दिनांक 03.11.2025 के संकल्प में यह प्रावधान किया गया है कि 8 वां केंद्रीय वेतन आयोग अपनी स्वयं की कार्यप्रणाली तैयार करेगा। आयोग के विचारार्थ विषयों में यह प्रावधान नहीं किया गया है कि आयोग इसके द्वारा की गई प्रगति, विचाराधीन सिफारिशों के स्वरूप या चर्चा के दौरान विचार-विमर्श की अपनी प्रक्रिया से सरकार को अवगत कराता रहे।
(ङ): दिनांक 03.11.2025 के संकल्प के अनुसार, 8वां केंद्रीय वेतन आयोग, इसके गठन की तारीख से 18 माह के भीतर अपनी सिफारिशें देगा।
