Guidelines
School, State and National Level Painting Competition on Water Conservation – 2011 for School Children


The Ministry of Water Resources has decided to conduct nationwide painting competition in order to create awareness on water conservation. The painting competition would be conducted at school levelstate leveland national level as part of the campaign. The painting competitions would make the children aware about need of conserving this precious resource and at the same time would involve their parents in the above noble cause.


The painting competition is open for students of 4th, 5th and 6th standards in three stages, namely, SchoolState and National Level. All participants would be given certificates for participation. The State level winners and National level winners will be awarded cash prizes. 


School Level Competition
  1. The school level competition 2011 for the students of 4th, 5th, and 6th standards has been launched in all the States/UT’s through an advertisement in the print media starting from August, 2011.
  2. School Principals are requested to organize painting competition of 2 hours duration in their schools.
  3. Drawing materials for the school level would be provided by the schools/ students and no cost in this regard would be borne by the Ministry of Water Resources (MoWR)/ Central Ground Water Board (CGWB)/ Central Ground Water Authority (CGWA).
  4. Painting may be made preferably on A4 size paper, though there will be no restriction on type/size of paper, paints, crayons, water colour, etc.
  5. Topic of painting would be “CONSERVE WATER FOR THE FUTURE”.
  6. All paintings must contain the following details at the back of the sheet – Name of student, Class, Section, School, full school address, Father’s/Mother’s name, telephone number of school and parents, signature of Principal.
  7. Paintings not signed by the school Principal or send directly to Nodal Officer will not be accepted.
  8. Selected paintings are to be sent only to the respective Nodal Officer for the State/UT.
  9. The list of the Nodal Officers for all the States/UT’s is given below in the List of Nodal Officers for respective states.
  10. Three best paintings are to be selected from each school and the same to be forwarded to the concerned Nodal Officer of CGWB. The selections of the three best paintings from each school are to be done by the school authorities.
  11. All participants will be given a participation certificate signed by Regional Director, CGWB and Member Secretary, CGWA.
  12. Students who have won 1st, 2nd & 3rd prizes at State/UT level competition last year (i.e. 2010) are not eligible for participation. The consolation prize winners of State level Painting competition (2010) may participate this year, but they would be considered for prizes only if they win 1st, 2nd or 3rd prize at the State level.
State Level Painting competition
  1. The State Level Painting competition will be conducted on 14.11.2011. The state level competition will be conducted with the students whose paintings are selected for 50 best paintings in the school level painting competition. 
  2. The best 50 paintings will be selected by a board of juries comprising five members including Regional Director from amongst the entries received from the schools.
  3. Jury to comprise of renowned persons in Art, drawing teachers, officials from state government education department, etc., and Regional Director CGWB.
  4. Venue of the competition would be arranged by the Regional Office of CGWB.
  5. Observer from the MoWR and CGWA/CGWB Delhi/ Faridabad is likely to be present during the state level competition.
  6. Participants, alongwith two parents/ guardians for the state level competition would be paid to and fro fare by bus/sleeper class rail fare/ from the place of residence to competition venue.
  7. An incidental charge of Rs. 1,000/- would be paid to each of the 50 participants for attending the State level competition.
  8. All drawing materials and associated requirements would be provided by CGWB. Items may include a kit containing paints, ruler, brushes, pencils, erasers, etc.
  9. Drawing sheets for the painting will be provided by the Regional Offices. The sheets would be of 380 mm x 510 mm size (approx.. 15” x 20”).
  10. All 50 students must submit two latest passport size coloured photographs, preferably alongwih soft copy.
  11. All students should bring identity proof or letter from respective school principal.
  12. Selection of the 1st, 2nd & 3rd prizes and 10 consolation prizes are to be completed on the same day by juries and winners awarded.
  13. The Chief Guest of the function would give away the prizes to winning students.
  14. The cash prize award is Rs. 10,000/- for First Prize, Rs. 8,000/- for Second Prize and Rs. 5,000/- for Third Prize, Ten Consolation Prizes (@Rs. 1,000/-) would also be awarded.
  15. Winners to be awarded certificate of merit.
  16. All state level participants will also be given participation certificate for the state level competition.
  17. Arrangements for lunch, tea etc., will be made for the day of the competition.
NATIONAL LEVEL PAINTING COMPETITION
  1. The National Level Competition will be conducted on 21.1.2012 at New Delhi.
  2. The winners of first, second and third prizes from the States/UT’s (i.e. three from the States/UT’s) would be called to New Delhi for the competition.
  3. Tentative venue of the competition would be at ICAR, PUSA, New Delhi. Total number of participants will be 87.
  4. The National Competition would have one first prize (Rs. 1,00,000/-), four second prizes (of Rs. 50,000/- each), eight third prizes (of Rs 25,000/- each). All other remaining participants (remaining 74 students) would be given consolation prizes (of Rs. 5,000/- each).
  5. All students would be paid to and fro bus fare/rail fare by Sleeper class including boarding and lodging, alongwith two accompanying parents/guardians.
  6. Arrangements for stay at guest houses will be made for all participating students and their accompanying parents/ guardians. Accommodation shall be provided for a maximum of two accompanying parents/guardians.
  7. Incidental charges of Rs. 1000/- would be paid to all participants taking part in the National Painting Competition.
  8. Arrangements for stay would be made from 20.1.12 (forenoon) to 22.1.12 (afternoon).
  9. Requests for extension of stay would not be entertained.
  10. Students with their parents/ guardians would report at the place of stay on 20.1.12 on their own. Transport from station/ airport/ bus-stand would not be provided by the organisers.
  11. Arrangements would be made for local transport from halting place to competition venue and return to guest house.
  12. All drawing materials and associated requirements would be provided by CGWB. Items may include a kit containing paints, ruler, brushes, pencils, erasers, etc.
  13. Drawing sheets for the painting will be provided by the organisers. The sheets would be of 380 mm x 510 mm size (approx. 15” x 20”).
  14. All students are required to bring identity proof or letter from respective school principal.
  15. Selection of the prize winners and consolation prize winners will be completed on the same day by juries and winners awarded.
  16. Winners to be awarded certificate of merit.
  17. All National level participants will be given participation certificate for the National level competition.
  18. Arrangements for lunch, tea etc., will be made for the day of the competition.
  19. The painting competition would commence at 10.30 hours and would be for two hours duration. The competition would end at 12.30 hours. Results of the competition would be declared at 16.00 hours.
