Change in designations of Assistants of CSS
2098 . SHRI PANKAJ BORA
(a) whether there was any agreement between Central Secretariat Service (CSS) employees association and Central Secretariat Clerical Services (CSCS) for change of designation of the Assistant and Section Officers of CSS;
(b) if so, by when it would be implemented;
(c) whether report of a Parliamentary Standing Committee has also recommended change of nomenclature for the Assistants and Section Officers of CSS; and
(d) the factors preventing Government for agreeing change of nomenclature for which associations of CSS and CSCS have been perspiring for so long?
ANSWER

(a) & (b): There was no such agreement between Government and CSS/CSCS associations. In the 57th Ordinary Meeting of the Departmental Council (JCM) of DoP&T, held on 8.5.2010, a demand was raised by the staff side to re-designate the posts of LDC/UDC and Assistant in Central Secretariat. The Official side had expressed its “No Objection” to the proposal. The staff side was asked to come up with their suggestions in this regard. These posts have not been re-designated.
(c): The Department Related Parliamentary Standing Committee on Home Affairs in its Sixtieth Report and Eighty-third Report had recommended conferment of Group ‘A’ status to the Section Officer of CSS and re-designate the post as ‘Assistant Secretary to the Government of India’.
(d): The Fifth Central Pay Commission had not agreed to the restoration of designation of Assistant Secretary to the Section Officers which was accepted by the Government. Accordingly it was not found feasible to re-designate the post of Section Officer. This was mentioned in Action Taken Note to 60th Report of Parliamentary Standing Committee on Home Affairs published in 68th Report. This was reiterated in Action Taken Report to 83rd Report of the Committee also.

केन्द्री य सचिवालय सेवा के सहायकों के पदनाम में बदलाव

क्या प्रधान मंत्री यह बताने की कृपा करेंगे कि:
(क) क्या केन्द्रीय सचिवालय सेवा (सीएसएस), कर्मचारी संघ और केन्द्रीय सचिवालय लिपिकीय सेवा (सीएससीएस) के बीच सीसीएस के सहायकों और अनुभाग अधिकारियों के पदनामों को बदलने के लिए कोई समझौता हुआ था;
(ख) यदि हां, तो यह बदलाव कब तक किया जाएगा;
(ग) क्या संसदीय स्थाकयी समिति की रिपोर्ट में भी सीसीएस के सहायकों और अनुभाग अधिकारियों के पदनामों में परिवर्तन की सिफारिश की थी; और
(घ) ऐसे कौन से कारक हैं, जो इतने लंबे समय से सीएसएस और सीएससीएस संघों द्वारा वांछित पदनामों में परिवर्तनों को सहमति देने से सरकार को रोक रहे हैं ?

(क) एवं (ख) : सरकार और केन्द्री य सचिवालय सेवा/केन्द्री य सचिवालय लिपिकीय सेवा एसोसिएशनों के बीच ऐसा कोई समझौता नहीं हुआ था । दिनांक 08.05.2010 को हुई कार्मिक और प्रशिक्षण विभाग की विभागीय परिषद (जेसीएम) की 57वीं साधारण बैठक में, केन्द्री य सचिवालय में अवर श्रेणी लिपिक/उच्चल श्रेणी लिपिक एवं सहायक के पदों को पुन:पदनामित करने के लिए स्टााफ पक्ष द्वारा मांग उठाई गई थी । सरकारी पक्ष ने प्रस्ता व पर अपनी ‘’अनापत्ति’’ व्येक्ता की थी । इस संबंध में स्टा।फ पक्ष से उनके सुझाव मांगे गए थे । इन पदों को पुन:पदनामित नहीं किया गया है ।
(ग) : गृह मंत्रालय संबद्ध विभागीय संसदीय स्थाययी समिति ने अपनी 60वीं रिपोर्ट तथा 83वीं रिपोर्ट में केन्द्री य सचिवालय सेवा के अनुभाग अधिकारी को समूह ‘क’ दर्जा प्रदान करने की तथा ‘भारत सरकार के साहयक सचिव’ के रूप में पद को पुन:पदनामित करने की संस्तुाति की थी ।
(घ) : पांचवां केन्द्री य वेतन आयोग, अनुभाग अधिकारियों को सहायक सचिव के पदनाम के पुन:स्थादपन के लिए सहमत नहीं हुआ था जिसे सरकार ने स्वीधकार किया था । तदनुसार, अनुभाग अधिकारी के पद को पुन:पदनामित करने को व्यीवहार्य नहीं पाया गया था । इसका उल्लेगख गृह मंत्रालय संबद्ध संसदीय स्थाियी समिति की 60वीं रिपोर्ट पर की गई कार्रवाई टिप्पयणी में किया गया था जिसे 68वीं रिपोर्ट में प्रकाशित किया गया । उसे समिति की 83वीं रिपोर्ट पर की गई कार्रवाई रिपोर्ट में भी पुन:दोहराया गया था ।
