Government plans annual training exercise for babus

Fearing a dip in its governance ratings, the UPA government is planning to start an annual common cadre training programme to teach bureaucrats best practice and share the success stories of different ministries. 
Top officials in the Department of Personnel and Training (DoPT) confirmed the move, saying: “The exercise will be a part of administrative refurbishing as initiated by the government to put in practice some of the recommendations made by the Administrative Reforms Commission. The ministry is also considering a dedicated building in the Capital to host such training programmes. 
“It will be one campus hosting different cadres and ministries in a purely informal setting to exchange their experiences in administration,” a senior DoPT official said. 
Besides the common-ground training programme, a five-day annual affair for officers up to the director-level in the ministries, the DoPT has also proposed a time-bound training programme for senior civil servants. 
The time-bound training will be the key to promotions at senior level in bureaucracy, a senior DoPT official said. 
On Wednesday, the DoPT conducted a meeting with officials from the ministry of finance, rail, excise, telecom, environment and forests to brief them on the proposal. 
According to the five-day programme, once a year all officers up to director level will be sponsored by their ministries to attend this programme. The programme will be a platform for officers to deliberate on the issues in governance and best possible policies to augment delivery of public services and grievance redressal mechanism of citizens. 
This will be a mandatory exercise for the bureaucrats once the ministry clears their names for the programmes. 
The DoPT is working on more administrative training programmes at different levels of the career of civil servants. It is also mulling changes in induction rules to make room for professionals such as doctors and technocrats to join at higher levels. 
There is already a move allowing induction of at least four per cent out-services cadre professionals in the state administration
