Sub: Reduction in the residency period for promotion from Grade Pay Rs.1800/- (Level-1) to Grade Pay Rs.1900/- (Level-2).

Attention is invited to Railway Board’s letter of even number dated 08.01.2019, enclosing ACS No.260 on the above subject wherein it has been stated:
‘Railway servants in Level-1, to be eligible for promotion to Level-2 posts in all Departments should have put in a minimum of 2 years continuous service. However, in cases where incumbency of snore than 3 years is prescribed, the same shall continue. SCI ST employees possessing requisite educational qualification can be considered for promotion to the posts of Skilled Artisan against the 25% qualified staff quota on completion of one year’ regular service.”
The aforesaid provision may please be corrected to read as under:-
All Railway servants in Level-1, to be eligible for promotion to Level-2 posts in all Departments should have put in a minimum of 2 years regular service and have successfully completed their probation period in the recruitment grade. However, in cases where incumbency of more than 3 years is prescribed, the same shall continue.
Para 189(ii) of IREM Vold, 2009, Reprint Edition is accordingly amended as per ACS No.261 enclosed herewith.

Chapter-1, Section-B, Sub-Section IV (II)
Substitute the following for the existing Para 189(ii).

All Railway Servants in Level-1, to be eligible for promotion to Level-2 Posts in all Departments should have put in a minimum of 2 years regular service and have successfully completed their probation period in the recruitment grade.
However, in cases where incumbency of more than 3 years is prescribed, the same shall continue.
