ORDER
Subject: Promotion in Postal Service Group ‘B’ cadre for the vacancy year 2016-17— Case of Shri Balbir Singh, Punjab Circle.
In compliance of DoPT OM No.36012/1/2020-Estt. (Res-II) dated 11.07.2022 & dated 18.10.2022, Shri Balbir Singh (DoB: 08.07.1973) was promoted to PS Gr.B cadre, in personam, vide this Department Order of even number dated 11.11.2022 against the vacancy year 2021 by granting the benefit of reservation for PwBD employees in promotion.
2. In pursuance of Hon’ble Supreme Court order dated 18.07.2023 in the Contempt Petition (Civil) No.873 of 2023 filed by Shri S. S. Sundaram against Department of Revenue, DoPT vide OM No.36012/1/2020-Estt (Res-II) dated 28.12.2023 extended the benefit of reservation in promotion to PwBDs upto the lowest rung of Group ‘A’ on notional basis w.e.f. 30.06.2016 subject to their fulifillment of eligibility condition as laid down in DoPT OM No. 36012/1/2020-Estt.(Res-II) dated 17.05.2022.
3. It has been observed that Shri Balbir Singh is eligible for the vacancy year 2016-17 in accordance with the DoPT OM No.36012/1/2020-Estt (Res-II) dated 28.12.2023. Promotion order for DPC 2016-17.was issued vide this Department Notification No.9-14/2016-SPG dated 09.12.2016.
4. In compliance of DoPT OM dated 28.12.2023 and in partial modification of this Department Order of even number dated 11.11.2022, approval of the Competent Authority Is hereby conveyed to grant promotion in PS Group B cadre to Shri Balbir Singh, in personam, against the vacancy year 2016-17, after having been found ‘fit’ by the Review Departmental Promotion Committee in its meeting held on 16.02.2024, notionally with effect from the date of joining of his immediate junior i.e. Shri Jayashree Bhattacharya from West Bengal Circle.
5. Other terms and conditions as mentioned in this Department Notification No.9-14/2016- SPG dated 09.12.2016 will remain unchanged and will be applicable to this Order.
