New Delhi, dated 03.04.2025

The General Manager/Director General,
All Indian Railways/PUs/RDSO, Lucknow,
MD/NHSRCL,
(As per Standard Mailing list) ,

Sub: Retention of Railway accommodation at previous place of posting by Railway officers/staff on their deputation to National High Speed Rail Corporation Ltd (NHSRCL).

Attention is invited to Boardโ€™s letter of even No. dated 14.11.2022 vide which Railway officers/staff on their deputation to NHSRCL were permitted to retain their Railway accommodation at previous place of posting up to 11.02.2025. Now, on consideration of a request received from NHSRCL and in exercise of the powers vested in it to make reasonable relaxations in public interest for a class/group of employees in all or any of the provisions regarding house allotment/retention, the Full Board have decided to extend the retention facility for a further period of 02 years beyond 11.02.2025 1.e. up to 11.02.2027, subject to the following conditions:-

(1) NHSRCL would provide leased accommodation to the officers of concerned Railways, for all houses retained by them, as per officerโ€™s choice according to Railway priority list, at the rate of lease entitlement for corresponding grade of officers of NHSRCL. However, if leased accommodation is not being utilized by the Railways, an amount equivalent to leased accommodation or HRA of the officer retaining the accommodation, whichever is higher, may be deposited with concerned Zonal Railway by NHSRCL.

(ii) Deposition of amount equivalent to leased accommodation or HRA of the officers (along with arrears till date) retaining the accommodation, whichever is higher, with concerned Zonal Railway by NHSRCL for cases where leased accommodation has not been provided to the Zonal Railways.

2. Moreover, it is imperative that NHSRCL expedites development of Housing facility for theirย employees as there is already acute shortage of Railway accommodation in Delhi/NCR.

3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
