23/2011: Creation of posts for additional workload provided to Rail Coach Factory, Kapurthala by the Railway Board.

Federation sought details pertaining to workload over the last 10 years and corresponding increase in manpower in RCF and a discussion with AM(PU) and M(T&RS). Details will be provided to Federation and meeting arranged.


52/2012: Sanction of additional staff for manning newly constructed railway lines opened for traffic,

32/2015: Creation of additional posts for maintenance and manning of new assets and trains.

13/2022: Annual review of essential categories for new assets/activities for smooth and safe operation of-trains.

&

26/2022: Economy instructions – Further Economic Measures – Creation of posts with the approval of Department of Expenditure โ€” Reg. oe :

Federation sought details of new sections created zone-wise and posts sanctioned in each department accordingly since 2012. Details will be provided in consultation with the concerned departments in Boardโ€™s office.


60/2015: Creation of additional posts in various categories in East Central Railway as per yardstick.

&

07/2018: Creation of posts of Ticket Checking Cadre in commensurate with the workload to man additional trains and new assets over the Indian Railways.

&

10/2023: Creation of posts and filling up of vacancies of the Ticket Checking Staff.

Federation sought details of new assets and vis-a-vis actual sanctioned manpower of the Ticket Checking Cadre. Details will be provided shortly.


08/2018: Acute shortage of the staff in Diesel/Electric Loco Sheds of various Railway Zones, endangering the safety.

Federation sought shed-wise details of sanctioned as well as actual manpower, which will be provided.


57/2018: Creation of posts for new assets โ€” pooled surrender of posts.

24/2023: Surrender of posts.

In light of extant instructions dated 08.05.2024, it was clarified to Federation that there is no specific target for surrender of posts. The revised target involves both surrender and redistribution. The instructions given regarding posts in pool of surrender are to be read in alignment with the restrictions on creation of posts issued by Ministry of Finance/DoE. Regarding instructions on involving the Federations/ Recognised Unions in such matters. The existing instructions of Railway Board will be reiterated.

19/2018: Problems of the Zonal Railway Training Institute, Bhusawal (Central Railway).

Instructions will be issued to ZRTI, Bhusawal for improving the existing facilities. Copy of the instructions/letter will be provided to the Federation. The matter will be closed.


30/2022: Reduction in the Training Period in case of Technicians appointed on Compassionate Ground as Apprentice Technicians Gr. III.

Federation demanded a separate meeting with Member (Infra). The meeting will be arran ged.


15/2023: Revised Training Modules of Non-Gazetted Staff of Electrical Department โ€” Reg,

30/2023: Violation of the principles of the natural justice in the matter of Appeal and Revision in DAR Proceedingsโ€”Reg.

08/2024: A. Norms and procedure for Recruitment, Incentives and out-of-turn promotions to Sportsperson in Railways – Issue of consolidated instructions.

B. Grant of incentive and recognition of Good Services rendered by the Sports Supporting Staff.

Sports Ministry has constituted five committees to provide suggestions on key areas for development of sports in India. Two Committees pertain to sports recruitment and welfare of sportspersons and coaches. The recommendations will bring major policy changes. Once the policy changes are received, consolidated instructions will be issued. Federation agreed with the position.


20/2009: Rest Rules for Running Staff.

Federation demanded a Separate meeting with AM(Traction) on this issue. The meeting was conductedย  on 28.03.2025 at 12:30 hrs.


32/2015: Grievances of the Traffic Controllers – Early redressal thereof.

Federation demanded that the ideal roster of NWR in case of traffic controllers should be reiterated
without any rider. The matter will be re-examined.


48/2018: Denial of Overtime Allowance to Supervisory Staff of Electrical and Mechanical Departments, deputed to escort Rajdhani Express Trains.

23/2021: Grant of Overtime Allowance to Supervisors.

Instructions will be reiterated on the lines of the letter issued to ECoR dated 14.02.2024 for all the supervisors in concerned departments. After providing copy of the letter to Federation, the matter will be finalised.

53/2018: (i) Problems of the Traffic Staff over the Indian Railways.

Instructions issued to Railway will be reiterated. Full item finalised.

The item will be discussed in the meeting with AM(Traction) on 28.03.2025.


23/2023: Working Hours of the Nursing Staff working in different Railway Hospitals over the Indian Railways.

This item will be discussed with DG(RHS) in coming PNM/AIRF.


14/2024: Continuous Night Duty Roster of Trackmen working in Metro Railway, Kolkatta.

Recently GM Metro Railway discussed the issue with the local union and granted some model roster on trial basis for one year where two days rest has been provided.

16/2024: Payment of OTA to Station Superintendent in Level-7 (GP Rs.4600) working in continuous Roster over ECoR.
