Minutes of Separate Meeting with Federation (AIRF) on old PNM/AIRF items concerning Establishment (NG) Directorate.

The following Officers and representatives of AIRF attended the meeting:-

56/2006: Indian Railway Tourism and Catering Corporation — Catering staff on deputation.

The matter will be examined.

26/2008: Upgradation of Horticulture staff.

The matter will be examined. Joint meeting of both the Federations with EDPC & EDE(N) will be held.

25/2011: Selection for J.E. Pay Band Rs.9300-34800 — Eligibility thereof.

Federation demanded that a separate meeting may be held with DG/HR.

16/2013: Appointment on compassionate ground to the wards of medically decategorized staff.

A reply has been given to the Federation.

02/2016: Recruitment Rules for introduction and filling-up the initial grade vacancies of Fire Cadre, Metro Railway Kolkata.

Metro Railway will be advised to devise a suitable mechanism for filling up the vacancies of Fire Cadre.

Necessary orders have already been issued vide Board’s Order No. E(MPP)2025/9/3, dated 23.04.2025.

The item is finalised.

42/2016: Compassionate grounds appointment to daughter-in-law of the deceased railway employee.

Federation contended in Railways, the CG Appointment is done on 1:1 basis as per request of dependent of the deceased. Therefore, if dependent requests that the job should be given to widowed daughter-in-law, she should be given appointment on CG ground. The matter will be re-examined.

14/2018: Avenue of promotion to the post of Tech. GR.IIH in S&T Department.

28/2018: Recruitment/Promotion Rules in RDSO, Lucknow, commensurate to other Zonal Railways in various departments.

Federation demanded a separate meeting with CRB & CEO and DG/RDSO.

31/2018: One time relaxation in qualification criteria to appear in the selection of Technician Gr. IT against 25% Talented quota.

A clarification will be issued regarding the qualification.

46/2018: Alternative appointment to Women Trackmen, Assistant Loco Pilot and Train Guards.

Federation demanded that directions may be given to Zonal Railways to look into this and provide necessary relief to the women employees of the above mentioned categories. The request will be further
examined.

09/2021: Timely holding of GDCE/LDCE “Open to All”.

Railways have been advised to conduct GDCE on regular basis. Further efforts will be made to conduct GDCE simultaneously with RRB recruitment. A feedback will be taken on the efforts made by Railways in compliance to Board’s letter dated 27.08.2024. Federation demanded that the 10% post of DR quota as well as the residual posts of the LDCE selection should be clubbed and filled as LDCE Open to All.

12/2021: Review of passing marks in Selections/Suitability Tests for promotions to non-gazetted posts.

The matter will be re-examined.

21/2021: Mode of filling of vacancies of Tower Wagon Driver.

The case will be examined in light of the recent judgement of Hon’ble Supreme Court of India.

Federation demanded that this should be expedited.

05/2022: AVC of ALP- Revision of para 137(1)(i) of IREM Vol. I — Allowing Technicians working in C&W Department for volunteering to the post of ALP.

The matter will be discussed jointly with AM/Traction.

09/2022: Speed Test for the post of Jr. Clerk/Sr. Clerk — Reg.

Federation demanded that the speed test for the post of Jr. Clerk/Sr. Clerk should be dispensed with. In this regard it is clarified that provision already exists vide RBE No. 02/2017 dated 16.01.2017 for providing additional chances for the speed test. Railway may use the provision of the said RBE.

The Federation insisted to reconsider the demand.

12/2022: Payment of settlement dues to staff retiring from Construction Organisation.

A separate meeting will be held with EDF(E) and EDE(N).

19/2023 (i): Career progression and related issues of Optometrist working in Railway Hospitals.

The issue is under examination.

01/2024 (B): Appointment on Compassionate grounds-Coverage under Old Pension Scheme where ACG was delayed and appointed after 1.1.2004. [other officers concerned: EDF(E)

05/2024: (A. B & C) Consideration for appointment of Course Completed Act Railway Act Apprentices against 20 % Quota.

12/2024: Deployment of female ALP/LP and other female staff on light duty during advanced stage of pregnancy.

Federation demanded that limit of 8 weeks advanced sanction of Maternity Leave should be relaxed.

The issue will be further examined by EDPC. (The item is transferred to EDPC.)

20/2024: Mutual transfer of the staff working in Level-I (GP Rs. 1800) belonging to two different Cadres/Departments.

Instructions have already been issued and the same will be reiterated. Issue will be examined expeditiously.

21/2024: Coverage of Course Completed Act Apprentices under Railway Service(Pension) Rules, 1993, who were engaged as Substitutes over ER, instead of NPS.

ER has already been advised to take necessary action in this matter vide Board’s letter dated 28.08.2024 and 12.03.2025.

The issue will be re-examined in the light of discussion and the necessary information will be sought from the NWR.

28/2024: (B) Promotion to the post of Sr. Clerk – Written Test Suitability to be dispensed with.
