Procedure of filling up of posts of Instructors in recognized Training Institutes – effect of RBE 155/2022: Railway Board Order dated 27.11.2025

Sub: Procedure of filling up of posts of Instructors in recognized Training Institutes – effect of RBE 155/2022 thereof.

Ref: Railway Board’s letter no. E(NG)I/2017/PM 1/11 dt. 13.05.2019 (RBE 79/2019).

Please refer to Para -2(B)(ii) of the above referred Board’s letter, wherein, it is stipulated that for the selection on the ex-cadre post of Instructors in a recognized Railway Training Institute, the staff of the same/allied department in Pay Level-7 should be considered and in case of shortfall a staff in one grade lower in Pay level-6 may also be considered subject to the condition that such staff is found suitable for the said post as per the procedure therein. It has been reported to Board that after introduction of RBE 155/2022, this stipulation should now be revised to Pay Level-8 in addition of Pay Level-7 as 25% posts of the cadre in Pay Level-7 have since been upgraded to Pay level-8 and accordingly senior most eligible staff would henceforth be available in Pay Level-8 rather than Pay level-7 or 6.

The matter has been examined in the light of RBE 79/2019, 04/2020, 39/2020, 04/2021, 104/2023, 155/2022 and Railway Board’s letter No. PC-VII/2019/RSRP/3, dated: 01/12/2022 (Para-2(vi) is under reference). The instructions vide letter dated: 01/12/2022 (supra) provide for Pay Level -8 posts to be Non-Selection posts, whereas the posts of Instructors are Selection posts. Therefore, Pay Level-8 cannot be included in the Selection of posts of Instructors in recognized Railway Training Institutes.

The Railways may utilize their delegated powers of redistribution and transfer of posts within their jurisdictions to address any issues if arising out of implementation of RBE 155/2022 in filling up of the said Instructors post. This disposes of NWR letter no. 169-ई/01/प्रतिनियुक्ति नीति dt. 10.05.2024.
