New Delhi, the 15th September, 2026
G.S.R. 835(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Statistics and Programme Implementation, National Sample Survey Organisation (Data Processing Division and Survey Design & Research Division) Group ‘C’ (Ministerial Posts) Recruitment Rules, 1987, the Central Statistics Office (Industrial Statistics Wing), Kolkata, Lower Division Clerk and Upper Division Clerk, (Group ‘C’) posts, Recruitment Rules, 2016 and the National Sample Survey Office, Field Operations Division, Upper Division Clerk, Recruitment Rules, 2023, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Upper Division Clerk, in the Field Operations Division, Coordination Quality and Control Division, Enterprise Survey Division and Household Survey Division, National Statistics Office, the Ministry of Statistics and Programme Implementation, namely:-
1. Short title and commencement.—(1) These rules may be called the Ministry of Statistics and Programme Implementation, National Statistics Office, Field Operations Division, Coordination and Quality Control Division, Enterprise Survey Division and Household Survey Division, Upper Division Clerk, Recruitment Rules, 2026.(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and Level in the Pay Matrix.—The number of post, its classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.
3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification.—No person, -(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion: Lower Division Clerk, in level -2 (Rs.19900- Rs.63200) in the pay matrix with eight years service in the grade rendered after appointment thereto on a regular basis. (Promotion shall be made State or Union Territories Administration-wise). Deputation: Officers of the Central Government- (a) (i) holding an analogous post on regular basis in the parent cadre or Department; or (ii) with eight years’ service in the grade of Lower Division Clerk or equivalent in the parent cadre or Department; and (b) Possessing Bachelor Degree of a recognized University or equivalent. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for appointment by promotion. Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years. Note 3: The Maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications. |

1. Short title and commencement.—(1) These rules may be called the Ministry of Statistics and Programme Implementation, National Statistics Office, Field Operations Division, Coordination and Quality Control Division, Enterprise Survey Division and Household Survey Division, Lower Division Clerk, Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and Level in Pay Matrix.—The number of post, their classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule.
3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

(i) Eighty five percent by direct recruitment through Staff Selection Commission; (ii) Ten percent of the vacancies shall be filled from amongst the Group ‘C’ staff, National Statistics Office in the Field Operations Division, Coordination and Quality Control Division, Enterprise Survey Division and Household Survey Division in level – 1 (Rs.18000-56900) in the pay matrix, possessing 12th class pass or equivalent qualification and have rendered three years regular service in the grade, on the basis of departmental qualifying examination. The maximum age limit for eligibility for departmental examination is Forty Five years (Fifty years of age for the Scheduled Caste or the Scheduled Tribe). Note 1: If more of such employees than the number of vacancies available under clause (ii) qualified at the examination, such excess number of employees shall be considered for filling the vacancies arising in the subsequent years so that the employees qualifying at an earlier examination are considered before those who qualify at a later examination. (iii) Five percent of the vacancies shall be filled on seniority cum-fitness basis from Group ‘C’ employees who having three years regular service in the National Statistics Office, Field Operations Division, Coordination and Quality Control Division, Enterprise Survey Division and Household Survey Division in level-1 (Rs. 18000-56900) in the pay matrix. Note 2: Promotion being effected State wise. Vacancies in the cadre of Lower Division Clerk shall be filled by direct recruitment against Eighty five percent quota in States or Union Territories and ten percent and five percent quota shall be filled up by departmental examination and by promotion respectively from Group ‘C’ employees in the level-1 (Rs.18000-56900) in the pay matrix working in those offices. |
