G.S.R. 147 .-In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Lady Hardinge Medical College and Shrimati Sucheta Kripalani Hospital, New Delhi, Group C Recruitment Rules, 1986, and the Lady Hardinge Medical College & Smt. Sucheta Kriplani Hospital, New Delhi, Group ‘C’ Recruitment Rules, 1987 and Lady Hardinge Medical College and Smt. Sucheta Kriplani Hospital, New Delhi (Cataloguer) Recruitment Rules, 1989, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Library and Information Assistant, in Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi namely:-

  1. Short title and commencement.— -(1) These rules may be called the Ministry of Health and Family Welfare, Lady Hardinge Medical College and Shrimati Sucheta Kriplani Hospital, New Delhi, Library and Information Assistant, ( Group’B ‘ Post) Recruitment Rules, 2020.

(2)  They shall come into force on the date of their publication in the Official Gazette.

  1. Number of post, classification, level in the pay matrix.-The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
  2. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
  3. Disqualification.-No person, –
    • who has entered into or contracted a marriage with a person having a spouse living; or
    • who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible  under  the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

  1. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons.
  2. Saving.-Nothing in these rules  shall affect reservation,  relaxation  of age limit and other concessions  required to be provided for the Scheduled Castes, the  Scheduled Ex-servicemen, Other Backward Classes and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.

(Relaxable for Government servants up to five years in accordance with the instructions or orders issued by the Central  Government).

Note : The crucial date for determining the age limit shall be as advertised by the Staff Selection Commission.

Essential Qualifications :

Bachelor Degree in Library Science or Library and Information Science from recognised  University  or Institute.

Desirable:

Diploma in Computer Application from a recognised University or Institution.

Essential Experience :

Two years professional experience in a Library under Central Government or State Government or autonomous or statutory organisation or public sector undertaking or University or recognised research or educational institution.

Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees Period of probation, if any Method of recruitment, whether  by direct recruitment or by promotion or by deputation /absorption and percentage of the vacancies to be filled by various methods

Educational Qualifications : Yes

Two years. 67 percent by direct recruitment.

33 percent by promotion failing which by deputation including Short Term Contract.

Promotion from Departmental Library Clerk in level 2 in  the pay matrix (Rs. 19900- 63200) with 10 years of  regular service in the grade and possessing Bachelors degree in Library Science or Library and Information Science from a recognized  University  or Institute.

Deputation (including short term contract):

Officers under the Central Government or State Governments  or  Union terrorities or Autonomous or Statutory organisation or Public Sector Undertakings or Universities or recognised research institutes :

(a)   (i)   holding    analogous posts on regular basis in  the parent cadre or department  ;or

(ii) with six years of service in the grade rendered after appointment thereto on a regular basis in posts in the pay  level -5 of the pay matrix (Rs. 29200- 92300 ) or equivalent in  the parent cadre or department ;

and

(b)         Possessing                     the educational qualifications and experience prescribed for Direct Recruits under column (7).

Departmental Confirmation Committee (for considering Confirmation) consisting of:-

1.   Additional Medical Superintendent, Lady Hardinge Medical College -Chairman;

2.  Deputy Director Administration, in charge of Medical Education Section, Directorate General  of Health Services  -Member;

3.     Deputy Director Administration, Lady Hardinge Medical College -Member.

Departmental Promotion Committee (for considering Promotion ) consisting of :

1.  Additional Medical Superintendent, Lady Hardinge Medical College -Chairman;

2.      Deputy Director Administration, in charge of Medical Education Section, Directorate General  of Health Services  -Member;

3.   Deputy Director Administration, Lady Hardinge Medical College          -Member.

Consultation with the Union Public Service Commission is not necessary.
