Sub: Date of next increment under Rule 10 of Railway Services (Revised Pay) Rules, 2016 – regarding.

Please refer to Boardโ€™s letter No. PC-VIJ/2017/R-I/7 dated 18.12.2019 (RBE No. 212/2019) forwarding therewith Ministry of Finance/Department of Expenditureโ€™s O.M. No. 4-21/2017-IC/E.IIIA dated 28.11.2019 inter-alia providing clarification on Date of Next Increment under Rule 10 of Central Civil Services (Revise Pay) Rules, 2016 for adoption of the same in Railways with respect to Railway Services (Revised Pay) Rules, 2016.

2. Ministry of Finance/Department of Expenditure vide para 7 of their O.M. dated 28.11.2019 also approved that the employees who have been regularly promoted or granted financial upgradation on or after 01.01.2016 and desire to exercise/re-exercise option for pay fixation under FR22(I)(a)(1) shall be given an opportunity to exercise or re-exercise option there under and such an option shall be exercised within one month of issue of their O.M.

3. Now, Ministry of Finance/Department of Expenditure vide their another O.M. No. 04-21/2017-IC/E.IN[A dated 15.04.2021 (copy enclosed) partially modified para 7 of their O.M. dated 28.11.2019 and approved for allowing another opportunity to Government employees to exercise/re-exercise option for pay fixation as allowed under their O.M. dated 28.11.2019.

4. The aforesaid O.M. dated 15.04.2021 of Ministry of Finance/Department of Expenditure shall be applicable mutatis mutandis in Railways too with respect to Railway Services (Revised Pay) Rules, 2016.

5. The โ€œthree monthsโ€™ period mentioned in para 2 of aforesaid O.M. dated 15.04.2021 of Ministry of Finance/Department of Expenditure shall be three months from the date of issue of these instructions.

    1.Good to know the repeated opportunity Canvass for the option exercise for their benefit. Can
    be made automatic to those beneficiers and they may be adviced accordingly and save time &
    money in time. The CPC is automatic to all.

    2.And what about the implementation of old case(s).? My case (the only one) is pending from
    1996 onwards from ICF. On repeated appeal it was considered as genuine and recommended by the
    admin in 2005 (10yrs to process) and the finance discouraged on financial grounds(!?) to the
    Board for orders. On repeated appeals and discussions it was again considered and recommended
    as the only case in 1999 (another 5 years to process) and now the Board responded as NO SCOPE
    in 2010 May. When the CPC benefit is uniform to all my genuine single case in…
    3. I retired in May 2010 and is appealing for justice till now. An pXL sheet was also prepared
    on the difference in Pay alone (about 2.5 lakhs). and submitted.
    4. This further affected my settlement, pension from June 2010 and in 7CPC pension benefits. 5. The total loss is is about 5+ lakhs so far. in addition to my appeals and personal visits to
    the Board by about one lakh.
    6. Will it be looked in and paid with applicable interest as per rules on my repeated appeals?

    7. Is there any one to look at it?
