Reference is invited to Board’s letter cited at reference (i), wherein guidelines were issued for the booking of Officers’ Rest Houses (ORHs) through the PRAVAS portal. All Zonal Railways were accordingly advised to upload the complete inventory of all ORH rooms under their jurisdiction onto the PRAVAS portal.

It has been observed, with concern, that despite the passage of more than a year, some Zonal Railways have not yet fully uploaded the inventory of ORH rooms on the an PRAVAS portal. This non-compliance has been viewed seriously by the Board.

Further, it has come to notice that many ORH rooms are being blocked by Zonal Railways for various reasons. It may be recalled that Zonal Railways have already been delegated the authority to allocate up to 30% of ORH rooms through the Headquarter Quota (HQ). However, excessive blocking of rooms has led to under-utilization and unavailability of accommodation for eligible Railway officers. (Status of rooms blocked for 20.05.2025 is enclosed)

In order to streamline the booking process and ensure optimal utilization of ORH rooms through the PRAVAS portal, the following instructions are issued for strict compliance:

1. All ORH rooms must be fully onboarded onto the PRAVAS portal by all Zonal Railways by 30.06.2025.

2. Zonal Railways shall retain only 30% of the total ORH rooms under HQ quota. Any rooms kept under long-term repair shall also be counted within this 30% quota. At all times, 70% of the rooms must be available for automatic allotment (AA) through the PRAVAS portal.

3. Instructions issued vide Board’s letter cited at reference (ii) dated 28.02.2024, regarding non-blocking of rooms in the names of senior officials, must be strictly adhered to.

4. While allotting rooms under the HQ quota whether for personal use or for guests, it must be certified that there are no pending on-duty requests from any Railway officer for accommodation.

All Zonal Railways are advised to ensure strict compliance with the above instructions to enhance transparency and efficiency in ORH room allotment.
