Subject: Guidelines for travel by AC 3-tier of Indian Railways by participants/players of All India Postal (AIP) Events/Tournaments.
This is with reference to decision taken in 23rd Postal Sports Board Meeting held on 11.02.2015 wherein the Board permitted participants of All India Postal Events/Tournaments to travel by AC 3-tier of Indian Railways (Item no. 11).
2. Considering that dynamic fares have been introduced by Indian Railways for travel in premium trains and subsequent changes in travel entitlement have been made by DOP&T and D/o Expenditure, the following changes are introduced in r/o travel entitlement of participants/players of AIP Events/Tournaments:
I. Travel in Premium Trains with Dynamic Fare:
Travel through the AC 3-tier of premium trains (having flexi fare) may be permitted in case, tickets in the AC 3-tier of regular trains is/are not available.
II. Reimbursement of Dynamic Fare:
The dynamic fare component shall be admissible only when the participant actually travels by the train and shall not be admissible in cases where the participant travels by air and claims reimbursement; in such a case, only the basic fare would be reimbursed.
III. Timely Booking and Documentation:
Train booking shall be done immediately (within 24 hrs) on confirmation of the team by Circle. To this effect, the Circle Sports Boards, shall instruct the players to book train tickets immediately (within 24 hrs) along with the team selection order. In cases, tickets are not available in AC 3-tier in regular trains, participants/players may book the tickets in AC 3-tier of premium trains (having dynamic fare). However, proof of unavailability of tickets in regular trains shall be submitted to the Circle Sports Board at the time of reimbursement.
IV. Other conditions
In rare cases where ticket(s) is/are not booked within 24 hours of confirmation of team through order from the Circle Sports Board concerned, a reasonable justification for the same shall be submitted with reimbursement claims to the Circle Sports Board concerned. In case of disagreement with the justification, the basic fare would be reimbursed.
3. It is reiterated that travel fare as mentioned above in respect of players/participants of All India Postal Tournament shall be made out of the Circle Sports Fund only.
4. These guidelines shall be effective from the date of issue of this order. Past closed cases shall not be reopened. However, if any case is not yet settled, the same may be settled as per the previous guidelines i.e. AC 3-Tier of train (without dynamic fare) would be admissible.
5. This has approval of Secretary (Posts) and Chairperson, Postal Sports Board.
