Ref: Railway Board’s letter no. E(NG)I / 2025/PM1/3 dated 05.03.2025 , 28.03.2025 and 26.05.2025.

Instructions were issued vide Board’s letter no. E(NG)I / 2025/PM1/3 dated 05.03.2025 cancelling all the pending selections (within Group ‘C’). Further, after taking into consideration the feedback received from Zonal Railways and the request of the Zones and staff side, it was decided to partially rescind the decision of cancellation of the selections where (i) examination conducted but result awaited (ii) examination conducted and result declared and (iii) examination conducted , result declared but panel not approved . Therefore, all such ongoing selections where written examination were conducted before 04.03.2025 were to be finalized.
2. References has been received from various Zonal Railway regarding applicability of the instructions issued vide letter dated 28.03.2025 for various examination conducted in Accounts department. In this regard, it has now been decided that for examinations conducted by the accounts department at the following stages shall be finalized:
2.a Examination conducted but result awaited
2.b Examination conducted and result declared
2.c Examination conducted, result declared but panel not approved
3. Further, instructions for holding of computer based written examinations for department promotions have been issued by E(N) dte. vide letter No. E(NG)I/2025/PM1/3 dtd. 26.05.2025. Accordingly, the following instructions are issued for holding departmental examinations for Accounts department in CBT mode through an Exam conducting agency(ECA)
3.a ECA will be engaged by Railway Recruitment Board. The details of the same will be issued in due course by E(RRB)
3.b The Computer based Test (CBT) may be conducted at Railway Board level/ Zonal Railway or through a Nodal Railway by an ECA on computer/Tablet mode.
3.c The Question paper Setter would be an appropriate authority as authorized by Board/PFA for various examinations as per extant rules and practices.
3.d The Question paper Objection Tracker and Result to be arranged by the examination conducting agency.
3.e The Nodal officer for coordination between Examination conducting agency and the administration shall be the Dy. CAO/G of the concerned Zonal Railway/Nodal Railway for 2025/ACII/20/12 I/3128134/2025 examination conducted at Zonal Railway/Nodal Railway level respectively, and DF/CCA for examination conducted by Railway Board (Appendix III).
4. A flow chart containing detailed activities for examination to be conducted in accounts department
is enclosed (Annexure A).
5. Further, Instructions had been issued vide Board’s letter no. 2006/ACII/20/2 (APPENDIX-2) dated 17.12.2019 (RBA No. 108/2019) regarding introduction of 80% Objective Type questions in Appendix II- IREM Examination. Also, instruction for Appendix IV examinations are laid down in Indian Railway Establishment Manual -I. It has now been decided that the pattern of Appendix II and Appendix IV IREM examination shall be as under:
(i) APPENDIX III
In modification to Para 1 of Appendix II/ IREM-I, there shall be two 100% Objective mandatory papers for Appendix II (IREM) examination with the following syllabus:
a. Elementary Book keeping, English comprehension and reasoning.
b. General Rules and Procedure (Covering all areas i.e. Traffic accounts, General expenditure, Stores and workshop, Books and Budget etc.)
(ii) APPENDIX IV –
In modification to the existing provision (Appendix 4/ IREM-I) of a written paper and viva voce, the requirement of Viva-Voce for Appendix 4 is dispensed with.
a. A single paper (MCQ based) shall be held of 100 marks with minimum requirement of 40%
for passing.
6. The Appendix II and IV IREM Examination shall be conducted through a single Nodal Railway twice in a year for a calendar cycle as per instructions contained in this letter. The Nodal Railway shall be decided by the Railway Board for each calendar year.
7. The examination calendar along with the details of Nodal Railway shall be issued separately.
