Minutes of Separate Meeting with Federation (NFIR) held on 07.04.2025 on old PNM/NFIR items concerning IR Directorate.

29/2021: Payment of Honorarium to the staff for having done the work pertaining to 6th CPC pay fixation and drawal arrears as per Joint Procedure Order-Northern Railway – reg.

The issue will be further examined.


12/2022: Allotment of vacant Railway quarters to the retired Railway Officials and their dependent relatives.

During discussion, Federation stated that due to hundreds of quarters remaining vacant, there become shelter of anti-social people. Sadly, administration is keeping quiet without testing the fate of these quarters. Federation desires to discuss the matter with CRB & CEO.


02/2023: (ii) Coverage under Central Civil Services (Pension) Rules, 1972 of those Central Government employees who appeared for examination of 2003, but joined service after 01/01/2004-reg.

06/2024: Difficulties faced by the Railway Staff (and their family members) working on Firozpur Division when transferred to Badgam and Katra Railway Stations.

10/2021: Change of Uniform Color for the categories of TNC, Maintainer (Signal) & Maintainer (Telecom).

04/2022: Need to introduce revised Dress Code for Nursing Personnel in the Railway Hospitals/Health Units.

The proposal for change of uniform color of dress is in advance stage of approval. Federation will be informed of the decision, when it is finalised. Federation demanded that before finalising the uniform of different categories of railways, they should be consulted with.


27/2021: Revised entitlement of Privilege Passes for Railway employees – hardship caused to certain staff of lower pay levels due to discontinuance of earlier provisions-reg.

18/2024: Dress Code for Crew Members working Vande Bharat Trains.

Discussed. Federation desires to give details after consulting crew members.


16/2015: Facilities for Divisional Council and Branch Executive Council meetings of the recognised unions in the Railways.

Federation demanded that there are four Divisional Councils Meetings conducted. Two of which are held separately, and remaining two in conjunction with PNM. As number of divisional council are large and DC meetings are to be held separately, accordingly, facilities needs to be granted.

The issue will be examined.


43/2015: Provision of rail net/internet connections to the offices of the recognized Unions and provision of CUG SIMs to the Office Bearers at Branch level-reg.

The Federation demanded that branch secretary, president/chairman should also be extended CUG facility.

As per the Boardโ€™s telecom circular No. 05/2023 dated 12.04.2023 issued by the Board, branch office bearers of the recognised Federations/Unions have been covered for grant of CUG facility. The demand will be examined in light of the telecom circular 05/2023.


60/2016: Holding seminars, conferences and workshops on safety related issues by the recognized Federations and their affiliates โ€“ Grant of facilities-reg.

Federation wanted Railway Board to allow facilities for holding safety conference etc., in association with concerned officers for the purpose of enhancing safety consciousness, skill levels and alertness levels.

The issue will be examined.
