Minutes of Separate Meeting with Federation (NFIR) held on 09.04.2025 on old PNM/NFIR items concerning EDPC Directorate.

14/2010: Upgradation of posts commensurate with the increased work load and  responsibilities — ESM Category —S&T Department.

Federation expressed its deep sense of disappointment over abnormal delay in granting increased upgradation while all other technical categories got the benefits from 1st September, 2016. Federation insisted that this pending item may be solved before PNM/NFIR meeting. The proposal was submitted to AM(Signal) for providing matching surrender for financial neutrality which has not been agreed to. Alternate for providing financial neutrality will be explored in consultation with MPP Dte.


15/2022: Risks being faced by the Railway employees in the course of performing duties resulting loss of lives and injuries.

Proposal for enhancing risk and hardship allowance including additional categories was sent to MoF with the approval of Hon’ble MR. The same has been not agreed to by MoF stating that the proposal is beyond the recommendations of the 7th Pay Commission. Copy of the reply will be provided to the Federation.

Federation expressed its deep unhappiness over the attitude of MoF despite the fact that the role of railway categories is unique, risky and not comparable with any other department. Federation, however requested the Railway Ministry to appraise our concern to the Hon’ble MR.

It was agreed to.


16/2011: Abolition of Pay Scale and Introduction of upgraded Pay Scale with revised designation — Senior Section Engineers (Drawing) — Clarification on entry Grade Pay.

A separate meeting will be held on the issue.


22/2012: Grant of Incentive to the Accounts Stock Verifiers who have been posted from the cadre of Junior Accounts Assistant on passing Appendix — IV- A (IREM) Examination.

The proposal was referred to Account directorate which was not agreed to.

Federation demanded to take up the matter with Member (Finance) Railway Board. Federation also expressed its disappointment over non-acceptance of rule position by the Accounts Dte. of Railway Board. Such attitude may lead to staff agitation. In this context, Federation cited ACS No. 29 of IREM Part-I which justifies grant of incentive. Federation further stated that this allowance has been discontinued from 1st July, 2017. In view of this, the Accounts Department staff promoted as ASV before July, 2017 are to be paid incentive allowance.


32/2012: Lack of career growth- Pointsman category of Operating Department in the Railways.

The proposal is under active consideration in MoF. Their approval is awaited.


08/2015: Denial of Allowance in lieu of kilometrage to the medically decategorized drivers drafted to perform duties of Power/Crew Controller — reg.

29/2016: Cadre restructuring in Group ‘C’ Cadres — Cashiers (Supervisory)-reg.

The clarification issued to SCR will be reiterated to WR. After issuance of clarification, the item will be treated as finalised. Copy of clarificatory letter will be given to Federation.

37/2016: Financial upgradation under MACPS to the Staff joined on request transfer in lower post-correct implementation of extant orders-reg.

The item will be re-examined in light of specific case reference provided by Federation.


53/2016: Denial of pay fixation benefit in the case of Sr. P. Way Supervisors (GP 4200/- + PB-2) merged with JE/P. Way (GP 4200/- + PB-2)-reg.

The issue has been examined and reply has been furnished to Federation on 27.02.2023. Federation stated that although en bloc merger taken place in July, 2013 from Senior P. Way supervisor with JE P. Way, with the same GP 4200, the said merger had amounted to promotion in the same GP shouldering higher responsibilities. In such situations, pay fixation was granted in several cases.

The matter will be examined further.


04/2017: Dissatisfaction among Track Maintainers on Indian Railways due to lack of adequate career advancement opportunities-reg.

Federation demanded a separate meeting with Member (Infra) alongwith Member (Finance).


11/2017: Grade Pay upgradation for the staff of Medical and Para-Medical services in the Railways — implementation of 7th CPC recommendations-reg.

Federation demanded separate meeting with DG(RHS) to discuss all other medical items presently in the PNM agenda viz 11/2017, 18/2018, 21/2021, 25/2021, 09/2022, 10/2023.


15/2017: Reckoning Grade pay 4200/- pay matrix level 6 as entry grade pay for granting financial upgradation under MACPS to the Station Masters category in Railways.

Federation demanded a separate meeting with DG(HR) and CRB & CEO.


23/2017: Merger of Dearness Allowance with the Basic Pay w.e.f. 01/04/2004 – Computation of emoluments of Running Staff for granting retirement benefits-reg.

Federation stated that para 924 of IREM Vol. I 1s very clear, besides Railway Board’s order dated 05.06.1984 issued with the concurrence of Finance Dte. Clearly stipulated the calculation of emoluments including Dearness Pay for the purpose of pensionary benefits to running staff. Board’s letter dated 26.07.1994 had again clarified the same position. These instructions are needed to be issued through a clarification to the Zonal Railways.

Instructions reconciling Railway Board’s letter dated 12.10.2004 & 05.06.1984 will be issued before PNM/NFIR meeting.


01/2018: Improvement of entry level Pay Matrix (7th CPC) commensurate with the enhanced entry level qualification for the posts in Pay Level 1 (6th CPC GP 1800)-reg.

Proposal for enhancement of entry level pay scale as discussed in PNM/NFIR meeting will be presented before the 8th Pay Commission.

03/2018: Denial of improved Pay Matrices to Graduate Engineers/Diploma Engineers of Railways leading to serious disappointment among engineers — Removal of injustice-urged.

10/2018: Replacement of GP 4600/- with GP 4800/- for all Supervisors-reg.

Federation invited the attention of Railway Board to its 6 page letter dated 23.12.2024, through which the factual position relating to injustice meted out to engineers of Indian Railways was apprised duly citing the implementation of Justice Miabhoy Tribunal Award. Federation reiterated its request to consider rectifying the damage caused to this category.

Upgradation of 46 categories of supervisors has been issued vide RBE No. 155/2022 wherein, level 8 & 9 has been introduced. Similar upgradation for left out categories is under consideration of Board. However, Federation’s letter will be examined for sorting out matters.

24/2021: Harmonization of the cadre structure of Medical Laboratory Staff of Indian Railways with those in Central Government Hospitals and improved cadre structure for Laboratory staff (C&M) etc., in railways – reg.

This issue will be included in the agenda of CRC.


06/2022: Pensionary benefits for medically decategorized Chief Loco Inspectors who opt for voluntary retirement.

Instructions issued.


10/2024: Stepping up of pay to Loco Inspectors appointed prior to 01/01/2006 at par with their junior appointed after 01/01/2006 and drawing more pay than the seniors.

It was decided to organise a separate meeting with DG(HR).


15/2024: Admissibility of option for FMA to widow/Divorced/Unmarried Daughters in receipt of family pension — intervention urged due erroneous clarification.
