Crucial Update: Enhanced GPS Monitoring of Keymen and Patrolmen for Unwavering Railway Safety

GPS monitoring of Keymen and Patrolmen is a critical componentnt of track safety and maintenance protocols within the Indian Railways network. Ensuring the integrity of our vast railway tracks requires constant vigilance, and the use of technology has become indispensable in this mission. However, a recent directive from the Railway Board has brought to light significant deviations from the established norms regarding how this monitoring should be conducted. This article delves into the latest GPS monitoring of Keymen and Patrolmen guidelines and clarifies the official stance on the use of personal devices for official tracking purposes.

The Vital Role of GPS Monitoring of Keymen and Patrolmen

The Indian Railways Permanent Way Manual (IRPWM) is the definitive guide for track maintenance. It explicitly stipulates that GPS monitoring of Keymen and Patrolmen must be ensured to maintain effective track patrolling. These dedicated personnel are the frontline guardians of the tracks, identifying potential hazards such as rail fractures, obstructions, or weather-related damages. By utilizing GPS technology, the administration can verify that patrolling schedules are strictly followed, ensuring no section of the track is left uninspected. This proactive approach to GPS monitoring of Keymen and Patrolmen is vital for preventing accidents and maintaining operational efficiency.

Railway Board Clarification on GPS Monitoring of Keymen and Patrolmen

It has recently come to the attention of the Railway Board that some units were instructing staff to use private applications on their personal mobile phones for tracking. This practice directly contradicts the established guidelines for GPS monitoring of Keymen and Patrolmen. This practice has been declared unauthorized. The Board has clarified that GPS monitoring of Keymen and Patrolmen should only be carried out through designated GPS devices provided by the Railways. Using personal phones or private apps is not in accordance with the prescribed provisions of the IRPWM.

Why Designated Devices are Essential for GPS Monitoring of Keymen and Patrolmen

There are several reasons why the Railway Board insists on using official equipment for GPS monitoring of Keymen and Patrolmen:

1.Standardization: Official devices ensure that all data collected across different Zonal Railways is uniform and compatible with central monitoring systems.

2.Accuracy: Industrial-grade GPS trackers provided by the Ministry of Railways are designed for the rugged environment of track patrolling, offering better accuracy than standard smartphones.

3.Legal and Administrative Compliance: Following the IRPWM ensures that there are no legal hurdles in case of audits or investigations following a safety incident.

No 2017/CE-/TK/Policy

New Delhi Dated: 23.03.2026

Principal Chief Engineers,

All Zonal Railways.

Sub: Use of GPS devices for monitoring of Keymen/Patrolmen — reg.

The provisions of the Indian Railways Permanent Way Manual (IRPWM) stipulate that GPS monitoring of Keymen and Patrolmen shall be ensured for effective track patrolling. This crucial measure ensures that the dedicated personnel responsible for track inspection are effectively supervised, thereby enhancing overall railway safety.

However, it has come to the notice of this office that in some units, Keymen/Patrolmen are being instructed to use private applications installed on their personal mobile phones for the purpose of tracking and monitoring.

In this regard, it is clarified that such practice is not in accordance with the prescribed, provisions. Monitoring of patrolling activities should be carried out only through designated GPS devices provided for the purpose, and not through personal mobile phones of employees or private applications.

All Zonal Railways are, therefore, advised to ensure strict compliance with the above instructions.

Strengthening GPS Monitoring of Keymen and Patrolmen

The strict adherence to the use of designated devices for GPS monitoring of Keymen and Patrolmen is not just a matter of protocol; it is a matter of safety. Effective GPS monitoring of Keymen and Patrolmen through official channels is paramount for operational integrity. By eliminating the use of unreliable private apps, the Indian Railways reinforces its commitment to high-tech, standardized monitoring. All Zonal Railways must now ensure that their staff are equipped with the correct tools to perform their duties effectively and within the bounds of official policy.
