During the 35th Standing Committee of Voluntary Agencies (SCOVA) meeting held on March 10, 2026, under the chairmanship of the Hon’ble MOS (PP), the Ministry of Railways addressed the long-standing demand regarding passenger fare discounts.

The primary focus of Agenda Item 17 was the proposed restoration of pre-COVID rail and air fare concessions, specifically requesting the provision of one attendant for passengers over the age of 80.

The Ministry of Railways’ Stance The Ministry responded by highlighting the existing financial support provided to passengers, emphasizing that Indian Railways already strives to offer affordable services to all levels of society. Key points from their justification include:

• Massive Universal Subsidy: The Railways provided a subsidy totaling Rs. 60,466 crore on passenger tickets during the 2023-24 period.
• Standard 45% Discount: This universal subsidy translates to an average concession of 45% for every person traveling on the Railways. To put it simply, if the actual cost of providing a journey is Rs. 100, the passenger is only charged Rs. 55.
• Continuation of Specific Concessions: While the general senior citizen concessions have not been restored, the Ministry confirmed that extra concessions beyond the standard 45% subsidy remain intact for vulnerable and specific groups:
  • 4 categories of Persons with Disabilities (Divyangjans)
  • 11 categories of patients
  • 8 categories of students

Final Decision Given the substantial universal subsidies currently in place, the Ministry concluded that the existing fare structure is already heavily discounted. As a result, the request to restore pre-COVID concessions for those above 80 years old was denied, and the agenda item has been officially treated as closed, as outlined in the DoP&PW’s official communication dated May 4, 2026.

10 मार्च 2026 को माननीय राज्य मंत्री (पीपी) की अध्यक्षता में आयोजित स्वैच्छिक एजेंसियों की स्थायी समिति (SCOVA) की 35वीं बैठक के दौरान, रेल मंत्रालय ने यात्री किराया छूट के संबंध में लंबे समय से चली आ रही मांग पर अपना रुख स्पष्ट किया।

कार्यसूची (एजेंडा) मद 17 का प्राथमिक फोकस कोविड-पूर्व रेल और हवाई किराया रियायतों की प्रस्तावित बहाली था, जिसमें विशेष रूप से 80 वर्ष से अधिक आयु के यात्रियों के लिए एक परिचारक (attendant) उपलब्ध कराने का अनुरोध किया गया था।

रेल मंत्रालय का रुख मंत्रालय ने यात्रियों को प्रदान की जा रही मौजूदा वित्तीय सहायता पर प्रकाश डालते हुए अपना उत्तर दिया और इस बात पर जोर दिया कि भारतीय रेलवे समाज के सभी वर्गों को वहनीय (सस्ती) सेवाएं प्रदान करने का निरंतर प्रयास कर रही है। उनके स्पष्टीकरण के मुख्य बिंदुओं में शामिल हैं:

• व्यापक सार्वभौमिक सब्सिडी: रेलवे ने वर्ष 2023-24 की अवधि के दौरान यात्री टिकटों पर कुल 60,466 करोड़ रुपये की सब्सिडी प्रदान की है।
• मानक 45% रियायत: यह सार्वभौमिक सब्सिडी रेलवे में यात्रा करने वाले प्रत्येक व्यक्ति के लिए औसतन 45% की छूट के बराबर है। सरल शब्दों में, यदि सेवा प्रदान करने की लागत 100 रुपये है, तो यात्री से केवल 55 रुपये का टिकट मूल्य लिया जाता है।
• विशिष्ट रियायतों को जारी रखना: यद्यपि सामान्य वरिष्ठ नागरिक रियायतों को बहाल नहीं किया गया है, लेकिन मंत्रालय ने पुष्टि की है कि मानक 45% सब्सिडी से अतिरिक्त रियायतें कई विशिष्ट श्रेणियों के लिए निरंतर जारी हैं:
  • विकलांग व्यक्तियों (दिव्यांगजनों) की 4 श्रेणियां
  • रोगियों/मरीजों की 11 श्रेणियां
  • छात्रों की 8 श्रेणियां

अंतिम निर्णय वर्तमान में लागू पर्याप्त सार्वभौमिक सब्सिडी को ध्यान में रखते हुए, मंत्रालय ने निष्कर्ष निकाला कि मौजूदा किराया संरचना में पहले से ही भारी छूट दी जा रही है। परिणामस्वरूप, 80 वर्ष से अधिक आयु के लोगों के लिए कोविड-पूर्व रियायतों को बहाल करने और परिचारक के प्रावधान के अनुरोध को स्वीकार नहीं किया गया, और 4 मई 2026 के DoP&PW (पेंशन एवं पेंशनभोगी कल्याण विभाग) के आधिकारिक पत्र में दिए गए निर्देशों के अनुसार, इस एजेंडा मद को आधिकारिक तौर पर बंद (समाप्त) मान लिया गया है।
