Will the PRIME MINISTER be pleased to state:
(a) whether Government has reviewed the effectiveness of Mission Mode Recruitment initiative in filling vacancies across Central Government Ministries, Departments and autonomous bodies;
(b) the number of sanctioned posts, vacancies identified and appointments made under the initiative during the last five years, Ministry-wise;
(c) whether Government has identified departments where vacancies continue to remain high despite the recruitment drive and the reasons therefor; and
(d) the measures proposed to ensure timely recruitment, reduce vacancies and improve efficiency in public service delivery?

(a) to (d): The Government had launched the National Rozgar Mela initiative on 22nd October 2022 as part of Mission Recruitment. A total of 19 Rozgar Melas have been organized so far at 45-50 cities across the country, in which more than 12 lakh appointment letters have been distributed. Recruitment in mission-mode is taking place across Central Ministries / Departments, Central Public Sector Enterprises (CPSEs), Autonomous Bodies, Health Institutions, Educational Institutions, and Public Sector Banks etc. providing lakhs of public employment opportunities to youth across the country. Details relating to the number of sanctioned posts, vacancies and appointments made in Central Government are maintained by the respective Cadre Controlling Authorities / Ministries / Departments. Compiled information on sanctioned posts and persons-in-position in Ministries / Departments of the Central Government is available in Annual Reports of Pay Research Unit, Department of Expenditure, which are accessible at the URL: https://doe.gov.in/annual-report-pay-and-pallowances The occurrence and filling-up of vacancies is a continuous process. Ministries/Departments have been instructed to fill vacant posts in a time-bound manner. Information on recruitments undertaken by central recruitment agencies such as UPSC and SSC to fill up Central Govt. vacancies is publicly available on their respective official websites and in their Annual Reports which are accessible at: https://upsc.gov.in/annual-reports and https://ssc.gov.in/about-us/report. Timely filling up of vacancies in various Government organisations has helped in efficient and effective service delivery to the citizens. (क) क्या सरकार ने केंद्र सरकार के मंत्रालयों, विभागों और स्वायत्त निकायों में रिक्तियों को भरने में मिशन मोड भर्ती पहल की प्रभावशीलता की समीक्षा की हैं;
(ख) विगत पांच वर्षों के दौरान इस पहल के अंतर्गत मंत्रालय-वार स्वीकृत पदों की संख्या, चिन्हित की गई रिक्तियों और की गई नियुक्तियों का ब्यौरा क्या है;
(ग) क्या सरकार ने उन विभागों की पहचान की है जहाँ भर्ती अभियान के बावजूद रिक्तियां लगातार उच्च स्तर पर बनी हुई हैं और इसके क्या कारण हैं; और
(घ) सार्वजनिक सेवा वितरण में दक्षता सुधारने, रिक्तियों को कम करने और समय पर भर्ती सुनिश्चित करने के लिए क्या उपाय प्रस्तावित किए गए हैं?

(क) से (घ): सरकार ने मिशन भर्ती के भाग के रूप में 22 अक्टूबर, 2022 को राष्ट्रीय रोजगार मेला पहल की शुरूआत की थी। अब तक देशभर के 40-50 शहरों में कुल 19 रोजगार मेलों का आयोजन किया जा चुका है, जिसमें 12 लाख से अधिक नियुक्ति पत्र वितरित किए गए हैं। मिशन मोड में भर्ती, केंद्रीय मंत्रालयों/विभागों, केंद्रीय सार्वजनिक क्षेत्र के उपक्रमों (सीपीएसईएस), स्वायत्तशासी निकायों, स्वास्थ्य संस्थानों, शैक्षणिक संस्थानों तथा सार्वजनिक क्षेत्र के बैंकों आदि में चल रही है, जो देश भर के युवाओं को सार्वजनिक रोजगार के लाखों अवसर प्रदान कर रहे हैं। केंद्र सरकार में स्वीकृत पदों की संख्या, रिक्तियों तथा की गई नियुक्तियों से संबंधित विवरण का रख-रखाव, संबंधित संवर्ग नियंत्रक प्राधिकरणों/मंत्रालयों/विभागों द्वारा किया जाता है। केंद्र सरकार के मंत्रालयों/विभागों में स्वीकृत पदों तथा पदस्थ व्यक्तियों से संबंधित संकलित जानकारी, व्यय विभाग की वेतन अनुसंधान इकाई की वार्षिक रिपोर्टों में उपलब्ध हैं, जिन्हें यूआरएल https://doe.gov.in/annual-report-pay-and-pallowances पर देखा जा सकता है। रिक्तियों का उत्पन्न होना और उनका भरा जाना, एक सतत् प्रक्रिया है। मंत्रालयों/विभागों को रिक्त पदों को समयबद्ध तरीके से भरने के निर्देश दिए गए हैं। केंद्र सरकार की रिक्तियों को भरने के लिए यूपीएससी और एसएससी जैसी केंद्रीय भर्ती एजेंसियों द्वारा की जाने वाली भर्तियों से जुड़ी जानकारी, उनकी संबंधित आधिकारिक वेबसाइटों और वार्षिक रिपोर्टों में सार्वजनिक रूप से उपलब्ध है, जिन्हें लिंक https://upsc.gov.in/annual-reports और https://ssc.gov.in/about-us/report पर देखा जा सकता है। विभिन्न सरकारी संगठनों में रिक्तियों को समय पर भरने से नागरिकों को कुशल और प्रभावी सेवा प्रदान करने में सहायता मिली है। भर्ती प्रक्रिया को सुव्यवस्थित करने के प्रयास किए गए हैं जिसके परिणामस्वरूप एसएससी परीक्षाओं के भर्ती चक्र की अवधि पूर्ववर्ती 12-15 महीनों से घटकर 8-9 महीने हो गई है। सार्वजनिक भर्ती की दक्षता में सुधार लाने के लिए किए गए उपायों के संबंध में और अधिक जानकारी ” कार्मिक और प्रशिक्षण विभाग द्वारा किए गए प्रमुख सुधार और पहल (2014-2026)” पुस्तिका में उपलब्ध है, जिसे इस मंत्रालय की वेबसाइट पर यूआरएल https://persmin.gov.in/DOPT achievements 2014-2026/mobile/index.html पर देखा जा सकता है।
