RECRUITMENT AND STATUS OF VACANCIES IN RAILWAYS

Will the Minister of RAILWAYS be pleased to state:

(a) whether the Government has undertaken any major recruitment drives in the Railways during the last three years;

(b) if so, the details of vacancies notified, filled and pending, year and category-wise;

(c) whether there has been any delay in conducting Railway Recruitment Board (RRB) examinations;

(d) if so, the reasons therefor and the steps taken to expedite recruitment and ensure timely filling up of posts;

(e) the number of vacancies category and zone-wise; and (f) the proposed recruitment plan for the current year to fill up the vacancies in each zone?

(a) to (f): Recruitment done in Indian Railways during 2004-05 to 2013-14 vis-à-vis during 2014-15 to 2025-26 is given as under:

Occurrence and filling up of vacancies are continuous processes on Indian Railways considering its size, spatial distribution and criticality of operation. Adequate and suitable manpower is provided to cater to the regular operations, changes in technology, mechanisations and innovative practices. The vacancies are filled up primarily by placement of indents by Railways with Recruitment agencies as per operational and technological requirements.

The RRB examinations are quite technical in nature entailing large scale mobilization of men and resources and training of manpower. Railway overcame all these challenges and successfully conducted the recruitment in a transparent manner following all laid down guidelines. No instance of paper leakage or similar malpractice has occurred during the entire process.

Further, as system improvement, the Ministry of Railways has introduced a system of publishing the Annual Calendar from 2024 for recruitment to various categories of Group ‘C’ posts. The introduction of the Annual Calendar is benefitting the aspirants in the following manner:

• More opportunities for candidates;
• Opportunities to those becoming eligible every year;
• Certainty of exams;
• Faster Recruitment process, Training and Appointments

Presently, recruitment against 1,61,889 vacancies of non-gazetted personnel has been taken up on Indian Railways as per Annual Calendar 2024, 2025 and 2026.

During January to December 2024, ten Centralized Employment Notifications (CENs) for 92,116 vacancies were notified for filling up of posts of Assistant Loco Pilots (ALPs), Technicians, Sub-Inspectors, Constables in Railway Protection Force (RPF), Junior Engineers (JEs)/ Depot Material Superintendent (DMS)/ Chemical & Metallurgical Assistant (CMA), Paramedical Categories, Non-Technical Popular Categories (Graduate), Non-Technical Popular Categories (Under-Graduate), Ministerial & Isolated Categories and Level-1 categories such as Assistants, Track Maintainers and Pointsman.

First stage/Single stage Computer Based Tests (CBTs) for 92116 posts have been completed. Details are as under:-

2nd stage CBTs for the posts of ALP, JE/DMS/CMA and Non-Technical Popular Categories (Graduate & Under-Graduate) have also been completed. Details are as under:

Computer Based Aptitude Test (CBAT) for the posts of ALP and Non-Technical Popular Categories (Graduate) and Computer Based Skill Tests for the posts of Non-Technical Popular Categories (Graduate and Under Graduate) and Ministerial & Isolated Categories have also been completed. Details are as under:

During 2026-2027 (upto 30.06.2026) panels for more than 3,300 candidates for various posts including the posts of Technicians, Junior Engineers, Paramedical Categories, Ministerial & Isolated categories and Assistant Loco Pilots have been finalised. Majority of them are in safety categories.

In addition, as per Annual Calendar for the year 2025, nine Centralized Employment Notifications (CENs) for 51970 vacancies have also been issued. Details are as under:-

क्या रेल मंत्री यह बताने की कृपा करेंगे किः

(क) क्या सरकार ने विगत तीन वर्षों के दौरान रेलवे में कोई बड़ा भर्ती अभियान चलाया है;

(ख) यदि हां, तो अधिसूचित की गई, भरी गई और लंबित रिक्तियों का वर्ष-वार तथा श्रेणी-वार ब्यौरा क्या है;

(ग) क्या रेलवे भर्ती बोर्ड परीक्षाओं के आयोजन में कोई विलंब हुआ है;

(घ) यदि हां, तो इसके क्या कारण हैं और भर्ती में तेजी लाने तथा पदों को समय पर भरना सुनिश्चित करने के लिए क्या कदम उठाए गए हैं;

(ङ) श्रेणी-वार और जोन-वार रिक्तियों की संख्या कितनी है; और

(च) वर्तमान वर्ष के लिए प्रत्येक जोन में उक्त रिक्तियों को भरने हेतु भर्ती योजना का क्या प्रस्ताव है?

(क) से (च): भारतीय रेल में वर्ष 2004-2005 से 2013-14 की तुलना में 2014-2015 से 2025-2026 के दौरान की गई भर्तियों का ब्यौरा निम्नानुसार है:-

भारतीय रेल के आकार, स्थानिक वितरण और परिचालन महत्व को ध्यान में रखते हुए पदों का रिक्त होना और उन्हें भरा जाना एक सतत् प्रक्रिया है। नियमित परिचालन, प्रौ‌द्योगिकीय परिवर्तनों, यंत्रीकरण और नवोन्मेषी पद्धतियों की आवश्यकता को पूरा करने के लिए पर्याप्त और उपयुक्त जनशक्ति मुहैया कराई जाती है। रेलवे द्वारा इन रिक्तियों को मुख्यतः परिचालनिक और प्रौ‌द्योगिकीय आवश्यकताओं के अनुसार भर्ती एजेन्सियों को मांग पत्र भेजकर भरा जाता है।

रेलवे भर्ती बोर्ड की परीक्षाएं अत्यंत तकनीकी प्रकृति की होती हैं, जिनमें बड़े पैमाने पर कर्मियों और संसाधनों को जुटाने तथा जनशक्ति के प्रशिक्षण की आवश्यकता होती है। रेलवे ने इन सभी चुनौतियों का सामना किया और सभी निर्धारित दिशानिर्देशों का पालन करते हुए पारदर्शी तरीके से भर्ती का सफलतापूर्वक आयोजन किया। पूरी प्रक्रिया के दौरान पेपर लीक होने या इसी तरह के कदाचार की कोई घटना सामने नहीं आई है।

इसके अलावा, प्रणालीगत सुधार के तौर पर, रेल मंत्रालय ने समूह ‘ग’ पदों की विभिन्न कोटियों में भर्ती के लिए वर्ष 2024 से वार्षिक कैलेंडर प्रकाशित करने की एक प्रणाली शुरू की है। वार्षिक कैलेंडर शुरू होने से उम्मीदवार निम्नानुसार लाभान्वित हो रहे हैं:

• उम्मीदवारों के लिए अधिक अवसर;
• प्रति वर्ष योग्यता प्राप्त करने वालों को अवसर;
• परीक्षाओं की निश्चितता;
• भर्ती प्रक्रिया, प्रशिक्षण और नियुक्तियों में तेज़ी।

वर्तमान में, भारतीय रेल में वार्षिक कैलेंडर 2024, 2025 और 2026 के अनुसार अराजपत्रित कार्मिकों की 1,61,889 रिक्तियों के तहत भर्ती शुरू की गई है।

जनवरी से दिसंबर 2024 के दौरान, सहायक लोको पायलटों (एएलपी), तकनीशियनों, रेल सुरक्षा बल (रे.सु.ब.) में उप-निरीक्षक और कांस्टेबल, जूनियर इंजीनियर (जेई)/डिपो सामग्री अधीक्षक (डीएमएस) / रसायन एवं धातुकर्म सहायक (सीएमए), पैरामेडिकल कोटियों, गैर-तकनीकी लोकप्रिय कोटियों (स्नातक), गैर-तकनीकी लोकप्रिय कोटियों (स्नातक-पूर्व), अनुसचिवीय एवं पृथक कोटियों और लेवल-1 कोटियों जैसे सहायक, ट्रैक मेंटेनर और पॉइंट्समैन के पदों को भरने हेतु 92,116 रिक्तियों के लिए दस केंद्रीकृत रोजगार अधिसूचनाएं (सीईएन) अधिसूचित की गई थीं।

92,116 पदों के लिए प्रथम/एकल चरण की कंप्यूटर आधारित परीक्षाएं (सीबीटी) पूरी की जा चुकी है। इनका ब्यौरा निम्नानुसार हैः-

सहायक लोको पायलट, जेई/डीएमएस/सीएमए और गैर-तकनीकी लोकप्रिय कोटियों (स्नातक एवं स्नातक-पूर्व) के पदों के लिए द्वितीय चरण की कंप्यूटर आधारित परीक्षा (सीबीटी) भी पूरी कर ली गई है। इनका ब्यौरा इस प्रकार है:-

सहायक लोको पायलट और गैर-तकनीकी लोकप्रिय कोटियों (स्नातक) के पदों के लिए कंप्यूटर आधारित योग्यता परीक्षा और गैर-तकनीकी लोकप्रिय कोटियों (स्नातक और स्नातक-पूर्व) और अनुसचिवीय एवं पृथक कोटियों के पदों के लिए कंप्यूटर आधारित कौशल परीक्षा भी पूरी की जा चुकी है। विवरण निम्नानुसार है:-

वर्ष 2026-2027 (30.06.2026 तक) 3300 से अधिक उम्मीदवारों जिसमें तकनीशियन, जूनियर इंजीनियर, पैरामेडिकल कोटियों, अनुसचिवीय और पृथक कोटियों तथा सहायक लोको पायलट के विभिन्न पद शामिल हैं, के लिए पैनल को अंतिम रूप दिया गया है। इनमें से अधिकांश संरक्षा कोटियों के हैं।

इसके अतिरिक्त, वर्ष 2025 के वार्षिक कैलेंडर के अनुसार, 51,970 रिक्तियों के लिए नौ केंद्रीकृत रोजगार अधिसूचनाएँ भी जारी की गई हैं। जिनका ब्यौरा निम्नानुसार है:-

29,775 पदों के लिए प्रथम/एकल चरण कंप्यूटर आधारित परीक्षाएं (सीबीटी) पूरी कर ली गई है। इसका ब्यौरा निम्नानुसार है:-

जेई/डीएमएस/सीएमए और गैर-तकनीकी लोकप्रिय कोटियों (स्नातक) के पदों के लिए द्वितीय चरण की कंप्यूटर आधारित परीक्षा (सीबीटी) भी पूरी कर ली गई है। इनका ब्यौरा निम्नानुसार है:-

सेक्शन कंट्रोलर के पदों के लिए कंप्यूटर आधारित अभिक्षमता परीक्षा भी पूरी हो चुकी है। ब्यौरा निम्नानुसार है:
