RESERVATION FOR RETIRED AGNIVEERS

348. SHRI JANARDAN SINGH SIGRIWAL:
Will the Minister of HOME AFFAIRS be pleased to state:

(a) whether the Government has made provisions for recruitment or reservation of retired Agniveers in various Central Armed Police Forces (CAPFs);

(b) if so, the details thereof including the nature of posts, percentage of reservation (if any), and eligibility criteria prescribed for such recruitment;

(c) whether the Government has issued any guidelines regarding age relaxation, physical standards or skill recognition for retired Agniveers in Central Armed Police Forces (CAPFs);

(d) if so, the details thereof including the number of vacancies identified or filled through this provision during the last recruitment cycles, force-wise; and

(e) whether the Government proposes to expand or modify the existing policy for absorption of retired Agniveers in Central Armed Police Forces (CAPFs) and if so, the details thereof?

(a) to (e): The Government has created a new category of Ex-Agniveer in the recruitment of the post of Constable (General Duty)/ Rifleman in Central Armed Police Forces and Assam Rifles (CAPFs & AR) respectively with the following provisions for them:

(i) Reservation of 50% of vacancies.

(ii) 3 Years relaxation in prescribed upper age limit. Further, age relaxation of 5 years beyond the prescribed upper age limit will be given to the candidates of the first batch of Ex-Agniveers; and

(iii) Exemption from the Physical Standards Test (PST), Physical Efficiency Test (PET) and written examination.

2. Further, a dedicated Ex-Agniveer wing under Ministry of Home Affairs has been established for the purpose of coordinating further progression of Ex-Agniveers. As of now, the first batch of agniveers have not yet completed their term of engagement.

क्या गृह मंत्री यह बताने की कृपा करेंगे किः

(क) क्या सरकार ने विभिन्न केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) में सेवानिवृत्त अग्निवीरों की भर्ती या उनके लिए आरक्षण हेतु प्रावधान किए हैं;

(ख) यदि हां, तो पदों की प्रकृति, आरक्षण का प्रतिशत (यदि कोई हो) और ऐसी भर्ती के लिए निर्धारित पात्रता मानदंडों सहित तत्संबंधी ब्यौरा क्या है;

(ग) क्या सरकार ने केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) में सेवानिवृत अग्निवीरों के लिए आयु सीमा में छूट, शारीरिक मानकों या कौशल पहचान के संबंध में कोई दिशानिर्देश जारी किए हैं;

(घ) यदि हां, तो विगत भर्ती प्रक्रियाओं के दौरान इस प्रावधान के माध्यम से चिन्हित की गई या भरी गई रिक्तियों की संख्या सहित तत्संबधी बल-वार ब्यौरा क्या है; और

(ङ) क्या सरकार का केंद्रीय सशस्त्र पुलिस बलों (सीएपीएफ) में सेवानिवृत अग्निवीरों के समामेलन के लिए मौजूदा नीति का विस्तार या उसमें संशोधन करने का विचार है और यदि हां, तो तत्संबंधी ब्यौरा क्या है?

(क) से (ङ): सरकार ने केंद्रीय सशस्त्र पुलिस बलों तथा असम राइफल्स (सीएपीएफ और एआर) में कांस्टेबल (सामान्य ड्यूटी) / राइफलमैन के पद पर भर्ती हेतु भूतपूर्व अग्निवीरों की एक नई श्रेणी बनाई है, जिसमें उनके लिए निम्नलिखित प्रावधान हैं:

(i) रिक्तियों में 50% आरक्षण।

(ii) निर्धारित अधिकतम आयु सीमा में 3 वर्ष की छूट। इसके अलावा, भूतपूर्व अग्निवीरों के प्रथम बैच के अभ्यर्थियों को निर्धारित अधिकतम आयु सीमा में 5 वर्ष की अतिरिक्त छूट दी जाएगी; और

(iii) शारीरिक मानक परीक्षण (पीएसटी), शारीरिक दक्षता परीक्षण (पीईटी) और लिखित परीक्षा से छूट।

2. इसके अतिरिक्त, भूतपूर्व अग्निवीरों के आगे की प्रगति के समन्वय के उद्देश्य से गृह मंत्रालय के अधीन एक समर्पित भूतपूर्व अग्निवीर विंग का गठन किया गया है। वर्तमान स्थिति के अनुसार, अग्निवीरों के प्रथम बैच ने अपनी निर्धारित सेवा अवधि पूरी नहीं की है।
