Subject: Rate of Dearness Allowance applicable w.e.f. 01.07.2016 to Armed Forces Officers and Personnel Below Officer Rank including NCs(E) continuing to draw their pay in the pre-revised pay scale/grade pay as per 6th pay Central Pay Commission.

Sir,
I am directed to refer to this Ministry’s letter No. 1(2)/2004/D (Pay/Services) dated 18th April, 2016 on the subject cited above and to say that the President is pleased to decide that the Dearness Allowance payable to Armed Forces Officers and Personnel Below Officer Rank, including Non-Combatants (Enrolled), shall be enhanced from the existing rate of 125% to 132% with effect from 1st July, 2016.
2. The provisions contained in paras 2, 4 and 5 of this Ministry’s letter No. 1(2)/2004/D(Pay/Services) dated 25th September 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

    Sir,
    Why is that the Ministry of Defence, Min of Def Finance, and Ministry of Finance treat the same army differently when it comes to Pay and Allownces of OFFICERS and JAWANS OF THE ARMY i.e. JCO,s ORs, and NCEs. Is it to drive a wedge between the two??? or with any other sinister intention by the IAS Babu. Why can not the orders automatically be made applicable simultaneously to both the category. By the way if this principle is to be followed than it should be made applicable in all the fields e.g. buying of weapons for the army like when rifles Pistols and Carbines are to be bought separate budget and allotment could be made for officers and ORs. BABU's are really funny. They dont know how the army operates, the ethos customs and traditions on which army functions because there are no customs and tradition and ethos in IAS and other services. Only one being LOOK FOR PLACES WHICH GIVE YOU MAXIMUM ADVANTAGE TO GRAB MONEY.

    When is such an order expected in respect of civil pensioners who continue to draw pension as per 6th CPC
