G.S.R. 108.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Vocational Rehabilitation Centers (Group ‘C’ Non-gazetted posts) Recruitment Rules, 2014, except as respects, things done or omitted to be done before such supersession, the President of India hereby makes the following rules regulating the method of recruitment to the posts of Career Assistant, Field Assistant, Stenographer, Upper Division Clerk, Lower Division Clerk, Service Vehicle Driver, Workshop Attendant and Multi-Tasking Staff in the offices of National Career Service Centre for Differently Abled (Erstwhile Vocational Rehabilitation Centers) under the Directorate General of Employment, Ministry of Labour and Employment, namely:-

1. Short title and commencement.—

  1. These rules may be called the National Career Service Centre for Differently Abled (Group ‘C’, Non-Gazetted Posts) Recruitment Rules, 2019.
  2. They shall come into force on the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts specified in column (1) of the schedule Annexed to these rules.

3. Number of the posts, classification and level in Pay matrix.—The number of said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age- limit, qualification and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.—No person,-

  1. who has entered into or contracted a marriage with person having spouse living; or
  2. who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may order and for reasons to be recorded in writing relax any of the provision of these rules with respect to any class or category of persons.

7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Essential Qualification: Master’s Degree in Social Work, Sociology, Psychology and Disabilities Studies from a recognised University. Desirable Qualification: Three years working experience in social work, vocational guidance, job placement in disability sector. Note 1: The Qualifications are relaxable at the discretion of Competent Authority in the case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is relaxable at the discretion of the Competent Authority in the case of the candidates belonging to Scheduled Castes or Scheduled Tribes, if at any stage of selection, Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. Educational Qualification: No, but must possess at least Degree in Social Work, Sociology, Psychology and Disabilities Studies from a recognised University. Age: No Two years Fifty Percent by promotion, failing which by deputation-cum-absorption and Fifty Percent by direct recruitment failing which by deputation-cum- absorption.

Promotion: Field Assistant in level 4 in the pay matrix (Rs. 25500-81100) with five years regular service in the grade rendered after appointment thereto on a regular basis in the concerned National Career Service Centre. Note : The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade or post. Deputation-cum-Absorption: From employees of any other National Career Service Centre for Differently Abled or Central Government or State Government holding analogous post on regular basis having similar educational qualification as prescribed for direct recruits under column (7). The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. The period of deputation including the period of deputation in another Ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. The maximum age-limit for appointment by deputation shall be ‘not exceeding 56 years’ as on the closing date of receipt of application. Group ‘C’ Departmental Promotion Committee (for considering confirmation) consisting of:- 1. Director of Employment or Joint Director of Employment. – Chairman; 2. Deputation-cum-Absorption: From employees of any other National Career Service Centre for Differently Abled or Central Government or State Government holding analogous post on regular basis having similar educational qualification as prescribed for direct recruits under column (7). The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. The period of deputation including the period of deputation in another Ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Essential Qualification: 12th Pass or its equivalent from recognised Board or University, Skill Test: Dictation- 10 minutes @80 words per minute. The skill test to be conducted by Staff Selection Commission. Transcription – 50 minutes (English), 65 minutes (Hindi) on Computer Operation with the speed of 8000 corpses per hour. Note : The Qualifications are relaxable at the discretion of Competent Authority in the case of candidates otherwise well qualified. Promotion: Lower Division Clerk in level 2 in the pay matrix (Rs. 19900 – 63200) with eight years regular service in the grade rendered after appointment thereto on a regular basis in the concerned National Career Service Centre having essential qualification and skill of Stenography. The skill of the incumbent shall be tested by Departmental Promotion Committee constituted for promotion of Group ‘C’ employees in National Career Service Centre for Differently Abled. Note : The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade or post. Deputation-cum-Absorption: From employees of any other National Career Service Centre for Differently Abled or Central Government or State Government holding analogous post on regular basis having similar educational qualification as prescribed for direct recruits under column (7). The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. The period of deputation including the period of deputation in another Ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. The period of deputation including the period of deputation in another Ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
