No. A-12/11/14/RR-MRT/2017/Med.VI.—In exercise of the powers conferred by sub-section (1) of section 97, read with clause (xxi) of sub-section (2) and sub-section (2A) of the said section and sub-section (2) of section 17 of the Employees’ State Insurance Act, 1948 (34 of 1948) and in supersession of the Employees’ State Insurance Corporation (Paramedical post), Recruitment Regulations, 2010, in so far as they relate to the post of Medical Record Technician (Junior) and Medical Record Technician (Senior) except as respects things done or omitted to be done before such supersession, the Employees’ State Insurance Corporation hereby makes the following regulations regulating the method of recruitment to the posts of Medical Record Assistant and Medical Record Technician in the Employees’ State Insurance Corporation, namely:—

1. Short title and commencement.- (1) These regulations may be called the Employees’ State Insurance Corporation, Medical Record Assistant and Medical Record Technician Recruitment Regulations, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Nationality. – A candidate for appointment must be: –

(a) a Citizen of India; or
(b) he/she must belong to such categories of persons as may from time to time, be notified in this behalf by the Government of India in the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions.

3. Number of posts, classification and level in the pay matrix. – The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.

4. Method of recruitment, age-limit, qualifications etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

5. Physical fitness. – (1) A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of his duties as an officer/employee in the service.

(2) A candidate who after such physical examination as the Director General may prescribe is found not to satisfy the requirement of clause (1) of this regulation will not be appointed.

Note: The standard of physical fitness and the competent medical authorities to examine and declare a candidate physically fit for appointment, will be same as for corresponding appointment under the Central Government

6. Disqualification. – No person,-

(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Director General of the Employees’ State Insurance Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation.

7. Power to relax.- Where the Director General of the Employees’ State Insurance Corporation is of the opinion that it is necessary or expedient so do to, he may, by order, and for reasons to be recorded in writing and with the prior approval of the Chairman, Employees’ State Insurance Corporation, relax any of the provisions of these regulations with respect to any class or category of persons.

8. Savings.- Nothing in these regulations shall affect reservation, relaxation of age- limit and other concessions required to be provided for the Scheduled Castes, the Schedules Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. Medical Record Assistant.

Essential qualification:

(i) 12th class pass from a recognized Board or University.

(ii) Certificate of Medical Record Technician training from a recognised institute.

(iii) A typing speed of 35 words per minute in English or 30 words per minute in Hindi on computer (35 words per minute and 30 words per minute correspond to 10500 key depressions per hour or 9000 key depressions on an average of 5 key depressions for each word.

Note-1.—Qualifications are relaxable at the discretion of the competent authority in case of candidates otherwise well qualified. Note-2.—The qualification regarding experience is relaxable at the discretion of the competent authority in the case of candidates belonging to the Scheduled Castes and the Scheduled Tribes if at any stage of selection, the competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them, in case of direct recruitment.

Age-No, Qualification: As specified in column (11). Two years for direct recruitment.

Fifty percentage by promotion failing which by direct recruitment and fifty percentage by direct recruitment.

In case of recruitment by promotion or deputation or absorption grade from which promotion or deputation or absorption to be made.

Promotion from Matriculate Nursing Orderly or Stretcher Bearer or Attendant with three years regular service in Level-1 in the Pay Matrix (₹ 18,000 to 56,900) out of which two years experience in Medical Record Department and having working knowledge of computer.

For promotion to the post of Medical Record Assistant, the candidate should have completed the training in the field of duties and skill development, etc. through Training Institute of Employees’ State Insurance Corporation or at an institute decided by Competent Authority. Those persons who are due to retire within two years shall be exempted from completion of such training. Provided that those persons who have not completed training for promotion before the date of meeting of Departmental Promotion Committee shall also be considered subject to condition that the required training will be completed within one year of the date of meeting of Departmental Promotion Committee.

Note 1.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Promotion from Medical Record Assistant with eight years regular service in Level-2 in the Pay Matrix ₹19,900-63,200.

Note 1.—For promotion to the post of Medical Record Technician, the candidate should have completed the training in the field of duties and skill development, etc. through Training Institute of Employees’ State Insurance Corporation or at an institute decided by Competent Authority. No. A-12/11/1/2014-Med.-VI (DT).—In exercise of the powers conferred by sub-section (1) of section 97, read with clause (xxi) of sub-section (2) and sub-section (2A) of the said section and sub-section (2) of section 17 of the Employees’ State Insurance Act, 1948 (34 of 1948) and in supersession of the Employees’ State Insurance Corporation (Dental Technician (Dental Mechanic) Posts), Recruitment Regulations, 2010, excepts as respect things done or omitted to be done before such supersession, the Employees’ State Insurance Corporation hereby makes the following regulations regulating the method of recruitment to the post of Dental Mechanic in the Employees’ State Insurance Corporation, namely:—

1. Short title and commencement. – (1) These Regulations may be called the Employees’ State Insurance Corporation, Dental Mechanic, Recruitment Regulations, 2020.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Nationality. – A candidate for appointment must be:—
(a) a Citizen of India; or

(iii) should be registered with the Dental Council.

1. (1) These regulations may be called the Employees’ State Insurance Corporation, Junior Translation Officer Recruitment (Amendment) Regulations, 2021.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the said regulations, for the words “Junior Translator”, wherever they occur, the words “Junior Translation Officer” shall be substituted.

Note:- The principal regulations were published vide notification number A-12(11)1/2005-Estt. I dated the 14th July, 2019 in the Gazette of India, Part III Section 4.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the said regulations, for the words “Senior Translator” wherever they occur, the words “Senior Translation Officer” shall be substituted.

Note:- The principal regulations were published vide notification number A-12(11)1/2005-Estt. I dated the 14th July, 2019 in the Gazette of India, Part III Section 4.

CORRIGENDUM

No. A-12(11)10/2015-Estt. I.― In the Notification No. A-12(11)10/2015-Estt. I. dated 10th November, 2020 regarding Recruitment Regulations for the post of Multi-Tasking Staff, published in the Gazette of India (No. 49), Part III, Section 4 dated 5.12.2020, on page No. 355, the following shall be read/substituted:

For the word “ulti-Tasking” appearing in the first line under column (1) of the Schedule, the word “Multi-Tasking” shall be read.
