Will the Minister of Finance be pleased to state:

(a) whether Government has issued notification for constitution of Eighth Central Pay Commission (CPC) recently, the details thereof along with Terms of References (TOR):

(b) whether Government would merge the existing DA/DR with basic pay as an immediate relief measure for Central Government employees/pensioners, if so, the details thereof, if not, the reasons therefor; and

(c) whether revision of pension of Central Government employees is not proposed under eighth CPC, the reason therefor?

(a) Yes, the Government has notified Resolution dated 03.11.2025 for constitution of Eighth Central Pay Commission (CPC) along-with Terms of Reference (ToR). A copy of Resolution is enclosed at Annexure-I.

(b) No proposal regarding merger of the existing Dearness Allowance with the Basic Pay is under consideration with the Government at present.

(c) The Eighth CPC will make its recommendations on the various issues viz. Pay Allowances, Pension, etc. of the Central Government employees.

क्या कित्त मंत्री यह बताने की कृपा करेंगे कि:

(क) क्‍या हाल. ही में सरकार ने आठवें केन्द्रीय वेतन आयोग (सीपीसी) के गठन के लिए अधिसूचना जारी की है, यदि हां, तो तत्संबंधी ब्यौरा तथा विचारार्थ विषय (टीओआर) क्‍या हैं;

(ख) क्‍या सरकार केन्द्रीय सरकारी कर्मचारियों/पेंशनभोगियों को त्वरित राहत उपाय के रूप में वर्तमान महंगाई भत्ता/महंगाई राहत (डीए/डीआर) को मूल वेतन में सम्मिलित करने पर विचार कर रही है, यदि हूं, तो तत्संबंधी ब्यौरा क्‍या है, यदि नहीं, तो इसके कारण क्‍या हैं; और

(ग) क्‍या आठवें वेतन आयोग के अंतर्गत केन्द्रीय सरकारी कर्मचारियों की पेंशन में संशोधन का प्रस्ताव नहीं है, यदि हां, तो इसके कारण क्‍या हैं?

(क): जी हां, सरकार ने आठवें केन्द्रीय वेतन आयोग के गठन के लिए संकल्प को विचारार्थ विषय (टीओआर) सहित दिनांक 03.11.2025 को अधिसूचित कर दिया है। अधिसूचना की प्रति अनुबंध-। में संलग्न है।

(ख): वर्तमान में मूल वेतन में मौजूदा महंगाई भत्ते के विलय के संबंध में सरकार के पास कोई भी प्रस्ताव विचाराधीन नहीं है।

(ग): आठवां केन्द्रीय वेतन आयोग केन्द्र सरकार के कर्मचारियों के विभिन्‍न मुदूदों अर्थात वेतन, भत्ते, पेंशन आदि के संबंध में अपनी सिफारिशें देगा।
