(a) whether it is a fact that the Indian Railways is reeling under a crushing staff shortage with 3.12 lakh non-gazette posts lying vacant across the country, spread across 18 zones, as on December 1, 2022;

(b) if so, the details thereof;

(c) if not, the number of non-gazette posts lying vacant across the country, zone-wise;

(d) whether it is also a fact that the inability to fill posts has led to employees working over-time up to 16 hours at a stretch; and

(e) if so, the details thereof?

Recruitment to only Indian Railway Protection Force Service was done through CSE-2020

Recruitment in IRHS through UPSC is not done zone-wise/division-wise. Details of CMSE – 2022 & CMSE – 2023 are as under:-

No vacancy notification has been advertised for the recruitment for Group-C (including Level-1) posts during the year 2022 & 2023 till date.

Occurrence and filling up of vacancies is a continuous process and the same is filled by placement of indents by Railways with recruitment agencies as per operational requirements arising from time to time. Direct recruitment to Junior Scale officers of Group-A through CSE till exam year 2020 has been completed. Offers of appointment to 12 candidates allotted to Indian Railway Protection Force Service (IRPFS) have been issued on the basis of CSE- 2020. Further, 06 candidates have been recommended by Department of Personnel & Training (DoP&T) for CSE-2021 to Indian Railway Protection Force Service (IRPFS); offers of appointment to them have been issued.

Recruitment process against earlier notifications for 1,39,050 vacancies of Group C (including Level-1) is under finalization.
