Foreword

Hindi was adopted as the Official Language of the Union by the Constituent Assembly of India on 14th September, 1949 and with the adaptation of the Indian Constitution on 26 January, 1950, Hindi became the Official Language of the Union. The Union Government was entrusted with the responsibility to promote the spread of Hindi Language and to develop it so that it may serve as a medium of expression for all the elements of the composite culture of India. Consequently, efforts were made for use of the Official Language Hindi and orders were also issued in this regard. The President issued orders for the use of Hindi for certain purposes vide Notification No S.R.O 938A dated 27 May, 1952. The President again issued some orders in the year 1955 and detailed orders were issued vide the Ministry of Home Affairs Notification No 2/8/60-O.L dated 27 April, 1960. Subsequently, the Official Languages Act, 1963 (As amended, 1967) and the Official Language Rules, 1976 came into existence. In the meantime, the Department of Official Language was constituted under the Ministry of Home Affairs, equipped with the mandate to propagate the progressive use of Hindi in the official transactions of the Union.

In compliance to the Official Language policy of the Union, various orders, office memoranda, rules and directions are issued from time to time by the Department of Official Language, Ministry of Home Affairs. These orders have been compiled and printed /published as well during different periods of time. It is in this connection that the last “Manual regarding the use of the Official Language Hindi” was published by the Department in April 1998, which was amended up to 29 February 1996. The present manual is the next in line which has been updated up to 31 July, 2023.

Now, all the available compilations of orders regarding the use of the Official Language Hindi have been digitalized and made available on the website of the department of Official Language. The same may be accessed at the sub-head “Compilation of Orders” under the main tab “Rajbhasha Related Provisions”. However, a need was being felt for a compilation which could contain the main theme of orders in gist form on a single platform. In the previous edition of the compilation, the same pattern was adopted that we have continued to follow in the present text also. It will be convenient for the users to locate the OM on the given subject for the detailed information tracking the OM No quoted in this compilation.

Some points need to be clarified here. The Department of Official Language issued an OM dated 31 December 2004, whereby the words “अन्‍य भाषा-भाषी” or “हिंदीतरभाषी” were substituted for the word “अहिंदी भाषी” in official work and in-house magazines.  However, in this compilation, the orders issued before 2004 have been kept intact, without tampering with their original form. Similarly, after the introduction of computers in the offices, the manual typewriters/electronic typewriters have been rendered obsolete in the Govt of India offices. How to deal with such formats, orders, office memoranda, rules and directions on typewriters, was a problematic area before us. It was decided that these should be preserved in their original from, just to show the gradual development of the Official Language Hindi and with a view to highlight their historical importance.

Way back in 1998, when the second edition of this manual was published, its appendix contained the Orders of the President passed on four volumes of the reports of the Committee of Parliament on Official Language. By the time, this edition is getting published; a separate book titled “Orders of the President on the Recommendations of the First Nine Parts of the Reports of the Committee of Parliament on Official Language” has been published by the department. These orders are also available on the website of the Committee of Parliament on Official Language https://rajbhashasamiti.gov.in/. So these have not been included in the present compilation.

I appreciate the concerted efforts put in by Shri Manoj Abusaria, Consultant Director (Policy), Shri Raghubir Sharma, Assistant Director (Research), Smt. Bhawna Saxena (Senior Translation Officer), Smt Lishika, Data Entry Operator & Ms Pooja, Trainee in the Department of Official language who have tirelessly worked to make this manual possible in a limited time frame. I take pleasure in presenting this manual before you. I am confident the offices of the Government of India will be benefited using this manual to give an impetus to the implementation of the Official Language of the Union of India.
