Sub: Revision of various allowances of Civil Defence Volunteers.

Sir,
1. Please refer following references:

(a) Ministry of Home Affairs Letter No 27/4/63-E.R.| dated 06th April 1963 (b) DGCD, MHA Letter No 17018/41/93-DGCD (CD) dated 03 February 1997.
(c) DGCD, MHA Letter No II-29012/41/96-DGCD (CD) dated 23rd October 1996.

2. Ministry of Home Affairs, Government of India vide Para 1(a) above had formulated a policy regarding implementation of Civil Defence measures in the vulnerable areas (categorized CD Towns / Districts) of the country. As per the policy, it was decided that the expenditure on the implementation of Civil Defence measures in the State, up to the authorized scale, will be shared between the Central Government and the State Government. It was also prescribed that the initial expenditure is to be borne by the State Government and subsequently, the States will claim the reimbursement on prescribed percentage. The sharing percentage is prescribed vide Para 1(b) above.

3. As you may be aware that Duty/Training allowance to the Civil Defence volunteers is one of the authorized components for sharing between the Central Government and the State Government. Till now, the scale of various allowances to the Civil Defence volunteers was governed vide Para 1(c) above. However, Ministry of Home Affairs vide Letter No II-29012/1/2020-Ad(CD)-1129-1132 dated 04 September 2024 has revised various allowances, admissible to Civil Defence volunteers, as per the details mentioned below:

Rs. 28/- per head per day for more than one parade/training Hrs exceeding 2.5 Hrs duration.

Rs 140/- per head per day for more than one parade/training. Hours exceeding 2.5 Hrs duration (Rs 70/- per head per parade/training of 2.5 Hrs duration but not less than 1.5 Hrs.
(c) Training allowance during Camp Training
When called out for Camp Training only
(i) Out of Pocket allowance Rs 12 per head per day Rs 60 per head per day
(ii) Messing Allowance Free boarding and lodging within a ceiling of Rs 16/- per head per da

Free boarding and lodging within a ceiling of Rs 80/- er head per day

4. State Government / Union Territory Administrations are strongly advised to implement the revised rates by issuing parallel sanction in consultation with their Finance Departments. The revised rates of above said allowances is applicable from 04.09.2024 onwards. The expenditure involved in the payment of above-mentioned allowances at revised rates will only be poolable and shareable between the Central Government and the State Government.

5. This letter supersedes DGCD, MHA Letter No II-29012/41/96-DGCD (CD) dated 23th October 1996. The ibid Letter is issued in concurrence of Department of Expenditure ID Note No 9(3)/99-E.II dated 26.07.2024 and Integrated Finance of Ministry of Home Affairs Dy No 3490995 dated 17.12.2022.

6. This issues with the approval of Director General.
