Office Order No. 43 of 2025

Sub: Sanctioning of leave through Leave Management Module of HRMS.

In supersession of Office Order No. 13 of 2025, the following guidelines are laid down for compliance with respect to sanctioning of leave through Leave Management Module of HRMS in Board’s office:-

(i) Leave applications requesting grant of CL, RH, LAP & LHAP can be sanctioned/ rejected by the concerned Controlling officer without sending the same to the administrative branches (ERB-I, ERBIV & ERB-V as the case may be).

(ii) In case of Ex-India leave, Study leave, Commuted leave, Child Care Leave (CCL), Maternity leave, Paternity leave, Extraordinary leave (EOL) or any other leave not mentioned above, wherein uploading of supporting documents is mandatory, the leave application will be auto-forwarded to the concerned administrative branch (ERB-I, ERB-IV & ERB-V as the case may be) for certification upon submission of the application. The applicant has to mandatorily furnish the name and HRMS ID of the concerned Controlling officer (Gazetted only) before submitting the application. The supporting documents are also required to be submitted in original to the concerned administrative branch. After following due procedure, the administrative branch will certify and forward the application to the concerned Controlling officer, as per the details furnished by the applicant, for sanction or otherwise.

2. Based on the leave reports available in HRMS, monthly report of such leaves having implication on salary will be prepared by the concerned administrative branch (ERB-I, ERB-IV & ERB-V as the case may be) for advising the same to Cash branch/PAO accordingly.

3. It is reiterated that request for grant of leave must be applied well in advance. Leave cannot be claimed as a matter of right and leave of any kind can be refused or revoked by the authority competent to grant it. Applying leave on HRMS does not equate to sanction and employee should ensure that their leave is sanctioned by the competent authority before proceeding on leave.

4. All concerned are requested to comply with the above instructions scrupulously.

5. The above issues with the approval of the competent Authority.
