CONTRACTUAL VACANCIES IN RAILWAYS

Will the Minister of RAILWAYS be pleased to state:

(a) the total number of vacancies in the Indian Railways, zone-wise;
(b) the number of vacancies in safety related category, zone-wise;
(c) the number of total posts and the number of posts vacant in the Commission of Railway Safety;
(d) the details of the steps taken by the Government to fill up these posts;
(e) the details of the contractual workers currently engaged in various railway zones;
(f) whether there is any plan to regularise their services and if so, the details thereof and if not, the reasons therefor; and
(g) whether there has been any delay in the recruitment process due to administrative or legal reasons and if so, the details thereof?

(a) to (g): Occurrence and filling up of vacancies are continuous processes in Indian Railways considering its size, spatial distribution and criticality of operation. Adequate and suitable manpower is provided to cater to the regular operations, changes in technology, mechanisms and innovative practices. The vacancies are filled up primarily by placement of indents by Railways with Recruitment agencies as per operational and technological requirements.

Presently recruitment of 1,20,579 vacancies has been taken up on Indian Railways as per annual calendar 2024 and 2025.

During January to December 2024, ten Centralized Employment Notifications (CENs) for 92,116 vacancies were notified for filling up of posts of Assistant Loco Pilots (ALPs), Technicians, Sub-Inspectors, Constables in Railway Protection Force (RPF), Junior Engineers (JEs)/ Depot Material Superintendent (DMS)/ Chemical & Metallurgical Assistant (CMA), Paramedical Categories, Non-Technical Popular Categories (Graduate), Non-Technical Popular Categories (Under-Graduate), Ministerial & Isolated Categories and Level-1 categories such as Assistants, Track Maintainers and Pointsman.

First stage/Single stage Computer Based Tests (CBTs) for 59,678 posts has been completed. Details are as under-

2nd stage CBTs for the posts of ALP, JE/DMS/CMA and Non-Technical Popular Categories (Graduate) has also been completed.

Computer Based Aptitude Test (CBAT) for the post of ALP has also been completed. Details are as under:-

CBT for 32,438 vacancies for level -1 categories has commenced from 27.11.2025 in 140 cities in 15 languages. Physical Efficiency Test (PET) for 4,208 vacancies of Constable (RPF) has commenced from 13.11.2025.

Panels for more than 23,000 candidates for various posts including the posts of Technicians, Junior Engineers, Paramedical Categories, Sub-Inspectors (RPF) and Assistant Loco Pilots have been finalised. Majority of them are in safety categories.

In addition, as per Annual Calendar for the year 2025, seven Centralized Employment Notifications (CENs) for 28,463 vacancies have also been issued:

The RRB examinations are quite technical in nature entailing large scale mobilization of men and resources and training of manpower. Railway overcame all these challenges and successfully conducted the recruitment in a transparent manner following all laid down guidelines. No instance of paper leakage or similar malpractice has occurred during the entire process.

Recruitment done in Indian Railways during 2004-2005 to 2013-2014 vis-à-vis during 2014-2015 to 2024-2025 is given as under-

Further, as a system improvement, the Ministry of Railways has introduced a system of publishing annual calendar from 2024 for recruitment to various categories of Group ‘C’ posts. The introduction of annual calendar is benefitting the aspirants in the following manner:-

• More opportunities for candidates;
• Opportunities to those becoming eligible every year;
• Certainty of exams;
• Faster Recruitment process, Training and Appointments.

In exigencies of work, contractual engagement is resorted to as a stop-gap arrangement till regular incumbents join the posts. Such contractual engagement is purely temporary and time-bound, and is undertaken only to ensure smooth functioning of Railway operations until posts are filled through regular selection as per extant rules and procedures.

Engagement on contract basis is purely contractual in nature and does not confer any right upon such personnel for regular employment, absorption, or continuance in Railway service. Since contractual engagement is carried out only to meet urgent operational requirements, there is no provision for regularization of such contractual staff in Indian Railways.

क्या रेल मंत्री यह बताने की कृपा करेंगे कि:

(क) भारतीय रेल में जोन-वार कुल कितनी रिक्तियाँ हैं;
(ख) संरचना संबंधी श्रेणी में जोन-वार रिक्तियों की संख्या कितनी है;
(ग) रेल संरचना आयोग में कुल कितने पद हैं तथा रिक्त पदों की संख्या कितनी है;
(घ) इन पदों को भरने के लिए सरकार द्वारा उठाए गए कदमों का विवरण क्या है;
(ङ) विभिन्न रेल जोनों में वर्तमान में कार्यरत संविदा कर्मचारियों का विवरण क्या है;
(च) क्या उनकी सेवाओं को नियमित करने की कोई योजना है और यदि हाँ, तो तत्संबंधी विवरण क्या है और यदि नहीं, तो इसके क्या कारण हैं; और
(छ) क्या प्रशासनिक अथवा कानूनी कारणों से भर्ती प्रक्रिया में कोई विलंब हुआ है और यदि हाँ, तो तत्संबंधी विवरण क्या है?

(क) से (छ): भारतीय रेल के आकार, भौगोलिक वितरण और परिचालन महत्व को ध्यान में रखते हुए पदों का रिक्त होना और उन्हें भरा जाना एक सतत् प्रक्रिया है। नियमित परिचालन, प्रौद्योगिकीय परिवर्तन, यंत्रीकरण और नवोन्मेषी पद्धतियों की आवश्यकता को पूरा करने के लिए पर्याप्त और उपयुक्त जनशक्ति मुहैया कराई जाती है।

इन रिक्तियों को मुख्यतः परिचालनिक और प्रौद्योगिकी संबंधी आवश्यकताओं के अनुसार रेलवे द्वारा भर्ती एजेंसियों को माँग पर भेजकर भरा जाता है।

वर्तमान में भारतीय रेल में 2024 और 2025 के वार्षिक कैलेंडर के अनुसार 120579 रिक्तियों की भर्ती शुरू की गई।

सहायक लोको पायलटों (एएलपी), तकनीशियनों, रेलवे सुरक्षा बल (आरपीएफ) में उप-निरीक्षक और कांस्टेबल, जूनियर इंजीनियर(जेई)/डिपो सामग्री अधीक्षक (डीएमएस)/रसायन एवं धातुकर्म सहायक (सीएमए), पैरामेडिकल कोटियाँ, गैर-तकनीकी लोकोमोटिव कोटियाँ (स्नातक) और गैर-तकनीकी लोकोमोटिव कोटियाँ (पूर्व-स्नातक), अनुसूचीय एवं पृथक कोटियाँ और लेवल-1 कोटियाँ जैसे सहायक, ट्रैक मेन्टेनर और पॉइंटसमैन के पदों को भरने के लिए जनवरी से दिसंबर 2024 के दौरान 92,116 रिक्तियों के लिए दस केंद्रीकृत रोजगार अधिसूचनाएं सीईएन/आरआरबी द्वारा अधिसूचित की गई हैं।

59678 रिक्तियों के लिए पहले/एकल चरण की कंप्यूटर आधारित परीक्षा (सीबीटी) पूरी की जा चुकी है। विवरण निम्नानुसार दिया गया है:

सहायक लोको पायलट, जेई/डीएमएस/सीएमए और गैर-तकनीकी लोकोमोटिव कोटियाँ (स्नातक) के पदों के लिए द्वितीय चरण की सीबीटी भी पूरी की गई है। इनका विवरण इस प्रकार है:

सहायक लोको पायलट के पद के लिए कंप्यूटर आधारित योग्यता परीक्षण (सीबीएटी) भी पूरा कर लिया गया है। विवरण निम्नानुसार दिया गया है:

प्रथम चरण के 32,438 रिक्तियों हेतु सीबीटी दिनांक 27.11.2025 से 15 भाषाओं में 140 शहरों में शुरू की गई है। कांस्टेबल-आरपीएफ के 4,208 पदों के लिए शारीरिक दक्षता परीक्षण (पीईटी) दिनांक 13.11.2025 से शुरू किया गया है।

23,000 से अधिक उम्मीदवारों के लिए पैनल, जिनमें तकनीशियन, जूनियर इंजीनियर, पैरा मेडिकल कोटियाँ, सब-इंस्पेक्टर (आरपीएफ) और सहायक लोको पायलट के पद शामिल हैं, रेल विभागों को भेजे गए हैं। इनमें से अधिकांश संरचना कोटियों में हैं।

इसके अलावा, वर्ष 2025 के वार्षिक कैलेंडर के अनुसार, 28,463 रिक्तियों के लिए निम्नलिखित सात केंद्रीकृत रोजगार अधिसूचनाएँ भी जारी की गई हैं:

रेलवे भर्ती बोर्ड की परीक्षाएं काफी तकनीकी प्रकृति की होती हैं जिनमें बड़े पैमाने पर कर्मियों और संसाधनों को जुटाने तथा जनशक्ति के प्रशिक्षण की आवश्यकता होती है। रेलवे ने इन सभी चुनौतियों का सामना किया और सभी निर्धारित दिशा-निर्देशों का पालन करते हुए पारदर्शी तरीके से भर्ती का सफलतापूर्वक संचालन किया। पूरी प्रक्रिया के दौरान पेपर लीक या इसी तरह के कदाचार की कोई घटना सामने नहीं आई है।

वर्ष 2004-2005 से 2013-14 की तुलना में 2014-2015 से 2024-2025 के दौरान भारतीय रेल में की गई भर्तियों का विवरण निम्नानुसार दिया गया हैः-

इसके अलावा, प्रणालीगत सुधार के तौर पर, रेल मंत्रालय ने समूह “ग’ पदों की विभिन्‍न कोटियों में भर्ती के लिए वर्ष 2024 से वार्षिक कैलेंडर प्रकाशित करने की एक प्रणाली शुरू की है। वार्षिक कैलेंडर की शुरुआत अभ्यर्थियों को निम्नानुसार लाभान्वित कर रहा है:

• अभ्यर्थियों के लिए अधिक अवसर;
• प्रतिवर्ष योग्यता प्राप्त करने वालों को अवसर;
• परीक्षाओं की निश्चितता;
• भर्ती प्रक्रिया, प्रशिक्षण और नियुक्तियों में तेज़ी।

काम की आवश्यकताओं में, नियमित पदाधिकारियों के पदों में शामिल होने तक अस्थायी प्रबंध के रूप में अनुबंध आधारित नियुक्ति की जाती है। ऐसी अनुबंध आधारित नियुक्ति पूरी तरह अस्थायी और समयबद्ध होती है, और इसे जब तक कि माँजूदा नियमों और प्रक्रियाओं के अनुसार पदों को नियमित चयन से भरा नहीं जाता तब तक केवल रेल परिचालन के सुचारु कार्यान्वयन को सुनिश्चित करने के लिए किया जाता है।

अनुबंध आधार पर नियुक्ति स्वाभाविक रूप से केवल अनुबंध आधारित होती है और ऐसे कर्मचारियों को रेल सेवा में नियमित रोजगार, समावेशन या निरंतरता का कोई अधिकार नहीं देती। चूंकि अनुबंध आधारित नियुक्ति केवल तात्कालिक परिचालन आवश्यकताओं को पूरा करने के लिए की जाती है, इसलिए भारतीय रेल में ऐसे अनुबंधित कर्मचारियों को नियमित करने का कोई प्रावधान नहीं है।
