IRTSA Invites 8th CPC Memorandum Suggestions by April 18th, 2026 for preparation of memorandum to be submitted to 8th CPC online before 30th April 2026 from Zonal Secretaries, CEC OBs, Members. To ensure that the genuine concerns and demands of technical supervisors are accurately represented, the association has issued an urgent call to action.
IRTSA is officially inviting detailed 8th CPC Memorandum Suggestions from all Zonal Secretaries, CEC office bearers, and active members across the country. This collaborative initiative is designed to pool ground-level insights and formulate a robust final draft for the 8th Pay Commission before the strict deadline.
IRTSA is Seeking 8th CPC Memorandum Suggestions Now
The push for immediate feedback follows a significant update to the 8th Pay Commission’s online submission portal. Previously, IRTSA had raised concerns regarding severe portal limitations, such as restricted character counts and missing vital categories like pensions.
Fortunately, the Commission has listened and implemented crucial upgrades:
- Expanded Character Limits: The text limit for each theme has been heavily increased from 3,500 to 10,000 characters, allowing for highly detailed 8th CPC Memorandum Suggestions.
- New Crucial Themes: Important categories such as “Welfare provisions” (under Facilities) and “Pension” (under Retirement Benefits) have been officially added.
- Better Attachments: Instead of a single 2MB PDF, submitters can now attach up to four PDFs and one Excel file, providing ample room for supporting data and evidence.
Key Themes for Submissions
IRTSA expects its members and office bearers to meticulously review the Pay Commission’s questionnaire and provide targeted 8th CPC Memorandum Suggestions. The core areas requiring immediate attention and input include:
- Pay Matters & Allowances: Addressing basic pay, increments, pay matrix levels, risk/hardship allowances, and travel allowances.
- Facilities & Advances: Providing inputs on medical facilities, leave travel concessions (LTC), housing advances, and the newly added welfare provisions.
- Career Progression & Cadre Management: Highlighting concerns regarding Modified Assured Career Progression (MACP) and overall cadre structures.
- Retirement Benefits: Submitting views on DCRG, pensions, and leave encashment.
Critical Deadlines for Office Bearers
Time is of the essence. Active members and zonal subunits must submit their 8th CPC Memorandum Suggestions directly to the General Secretary of IRTSA by April 18th, 2026.
Following this, the General Secretary and key office bearers will consolidate the inputs to prepare the initial draft. An online Central Executive Committee (CEC) meeting is scheduled for April 26th, 2026, to discuss and finalize the memorandum. The final, polished document will be submitted to the Commission before the ultimate April 30, 2026 deadline.

Dear Zonal Secretaries, CEC office bearers and active members of IRTSA.
Sub: Suggestions for preparation of memorandum to be submitted to 8th CPC online before 30th April 2026.
1) 8th Pay Commission invited memorandum through online submission. IRTSA submitted a memorandum dated 16.03.2026 to Chair Person 8th CPC, highlighting insufficiency of number of characters, insufficiency in number of themes, no specific mention about pension & family pension, insufficient size & numbers for attachments, etc.
2) Now in the web site of 8th CPC following changes were noticed.
a) Limit for each theme is expanded to 10,000 characters from 3500 characters.
b) In question-4 related to Facilities ‘Welfare provisions’ and in question-9 related to retirement benefits ‘pension’ were added.
c) Instead of one PDF (2MB) attachment five files can be attached now. Four PDF files each having size upto 2 MB and one excel file having size upto 2MB can be attached.
3) Suggestions from zones, subunits, office bearers, members, etc as per the attached themes are invited. They may be sent to GS/IRTSA latest by 18th April.
4) GS IRTSA and some of the office bearers will be working intensively on preparation of memorandum.
4) After consolidating the suggestions and views, draft will be prepared.
5) It is proposed to conduct on-line CEC meeting on 26th April or any other suitable date to finalise the memorandum. Agenda of the meeting will be ‘discussion on the draft memorandum for 8th CPC by IRTSA’.
6) Last date for submission of memorandum is 30.04.2026.
